伦敦掀起了一次对腐败警察的清理行动....。。。。。。。。

让福尔摩斯来破此案吧!——《银行大劫案》

《银行大劫案》,好片,据说是根据真实案件改编。

一个叫迈克尔X的黑帮头子用为黑人争取权利的行为干着非法的营生,为逃避法律制裁他偷挂昨晚刚洗的拍了一些公主的艳们一起收进屋照作为筹码。军情五处的情报官提姆受命找到这些危险的筹码,他唯一的线索就是迈克尔可能将照片存在一间银行的保险箱里,他利用手段授意几个职业罪犯去抢劫那家银行的保险库,以便找到那些照片。

劫匪们首脑泰瑞也发现了提姆的真正目的和身份,并且在另一个保险箱里找到了另一个黑帮行贿警昨晚刚洗的衣察和官,其中一件淡员的账本。

最后演变成军情五处、负责破抢劫案的警昨晚刚洗的衣察、和黑帮勾结的警昨晚刚洗的衣察以及黑帮四方势力全在找泰瑞一伙,泰瑞只有通过手中的筹码牵制各方以便逃脱追捕。

看的出来为了增加观赏性,导演故意把电影拍的像《两杆大烟枪》和《偷抢拐骗》,情节设计、人物关系、讲述方法和那两部电影是一个路子,而且扮演抢匪泰瑞演员就是《两杆大烟枪》和《偷抢拐骗》的主演。看这部电影感觉就是又重温了一遍《两杆大烟枪》和《偷抢拐骗》。除此以外,电影在细节设计上也很出色,例如当泰瑞的妻子温迪从泰瑞口中确认了银行抢劫就是他做的并且丈夫的前女友也参与了时,第一反应居然是怀疑丈夫和前女友的关系?!

看到这儿不禁让人哑然失笑:女人真的是感情动物,在这种时候居然首先关心丈夫有没有出轨而不是要怎么摆脱困境;情报官提姆拿着“意外收获”——另一位勋爵的艳照向上司汇报工作成果时, 脸上的那副表情让人忍俊不已……

情报官提姆本来只是负责解决公主的艳照问题,结果没想到会附送一位勋爵、N多的政府官.....。

事情发展成滚雪球的效果估计也是出乎提姆本人的预料之外,事情的发展正和上《大话西游》里紫霞的那句词儿:“我看到了事情的开始,可没想到结局会是这样。”

看结尾的字幕知道在劫案发生后不久,伦敦掀起了一次对腐败察的清理行动,再联想一下案件发生在七十年代,而香港的廉政风暴应该也是在七十年代开始的!!!

不知道和这件事有没有那么点儿关联?

从人性之恶看警察腐败

  近来有关警察杀人、涉黑的新闻让人心惊:太原警察杀警察的事才毕,又传出了福州警察杀人的消息,今天更传出了成都火车站三分之一铁警与罪犯有勾结的新闻。(新华社5月20日消息)

  对此,单纯的谴责无以解决全部的问题,惟有冷静理智的分析,才能找出根源,寻求出对策。笔者认为警察腐败案正是从一个正面证明了一个道理:人性本恶,没有权力制约,没有法律监督,权力会走向腐败。

  传统思维中,我们总是相信“人之初,性本善”,但是在历史的长河中人性的堕落却随处可见。我们总是希望通过教育来感化官员,希望他们良心发现,但是事与愿违,人们的信任并没有得到应有的回报:“好”警察杀人者有之,“十佳”警察参与杀人亦有之。历史与现实也从反面告诉我们,相信人性本善是错误的,凡有权力必有责任,也必有监督才能防范腐败。

  为了防范刑讯逼供,我们不能放心警察与嫌疑人单独处在一起,需要律师在场以制约警察;我们不能放心警察独立办案,因此需要用法官与检察官的理性。但是,很遗憾,警察的权力总是显得那么大,对其制约的措施又总是那么弱,最终使得民众的权利是那么不可靠。

  最让我们警惕的是,我们的制度多是从人性善的角度来制定的:没有官员财产申报制度,没有沉默权保护被告人,没有必要的信息公开制度……而惟有正视人性之恶,我们才会努力地避免人性恶去危害我们的社会,才会显示出我们人类同自己的私欲斗争的伟大,我们才相信权力制约、权力监督是必须的。承认人性之恶,正是为了让我们的社会能够和谐,让我们的社会充满善。 (邹云翔)

墨西哥炒掉3200名腐败警察 达全国警力1/10

环球网记者王欣报道,墨西哥政府于8月30日宣布,近期全国共解雇了3200名与毒帮有联系的腐败警察,这一数字已达到了墨西哥全国警力的十分之一。

据英国路透社8月30日消息,墨西哥警察副总管Facundo Rosas表示,炒这些人的鱿鱼是因为他们“未能履行联邦法律所规定的职责”。除了已经解雇的3200人以外,墨西哥警方还将解雇另外465名警员,其中包括了一名被自己的下属拖下腐败泥潭的高级官员。而在这次“炒鱿鱼风暴”行动之前,墨西哥全国警力的总和也只有34500人。

报道称,这3000多名警察被解雇的原因各不相同,有的人被发现染上毒瘾,有的人在测谎机前被测出包庇毒犯,还有的则在调查中被发现持有不明来历的巨额资产。墨西哥总统卡尔德龙表示,这次行动的主要目的,是加强对毒帮的铲除行动,并且制止腐败在墨西哥警方中不断蔓延。

我从事职业绘画工作,长久以来潜心做事、本分做人;作为原告我诉讼被告:天津市红桥区绿化二所 损坏个人财产一案正在法庭审理阶段,所以万分焦急……


   2009年6月我承租被告绿化二所位于桃诗园房屋一处,租期至2010年12月31日,用于绘画工作室。因该房屋年久失修,首先我投入大量资金重新修缮和装潢,房质大有改善,2010年5月绿化二所违约提前收回房屋,手段极其卑劣,在没给我通知、我不在场的情况下指使雇佣他人强行拆毁门窗,将我所有物品拉到他们单位仓库,此次野蛮行为造成多张创作油画彻底损毁和一部相机丢失,发现情况后我报了警!!!

丁字沽派出所距离园林很近,园林的房屋常年免费供派出所使用做物品库存,关系甚密。民警对此事件不立不查、里应外合、对我威胁阻吓使用暴力手段将我推出派出所(有录音为证);事情发生的当晚在派出所我们双方做了笔录,对方承认对物品造成损坏,开庭前法院向派出所调取笔录和证据材料,司法程序中正常手续环节,警察小黑(化名)竟然不提供,并谎称没做过笔录,不惜以违纪为代价,徇私枉法、狼狈为奸替被告掩盖事实真相!

法庭审理时被告以无耻的姿态否认对物品损坏,逃避应有责任;这样一来受人为因素影响,有力的证据被隐藏,事件整体公正性彻底倾斜,深深感到在这样一个没有人权、法制糜烂的国家生存是一种耻辱!!!!

在此对那些狗日的人渣严正声明我全力以赴斗争到底,目前案件还在审理中,此刻因走投无路特向社会呼吁,希望得到有识之士的帮助来扭转事态,找寻切实可行的方法来赢取这场官司,赔偿金额不是最重要,尊严的维护才是胜过一切。


   与势力在握的人评理论法我知道这很难,对于能并肩帮助我的好心人我愿拿出十万作为酬谢!!!

同时希望在网络中,广大有正义感、热心的朋友多帮我出谋划策,没有方法也捧个人场多跟帖声讨腐败,痛骂的人也有一颗赤子心,作为百姓我们都在同一立场,谢谢大家!!!

政府腐败,警察如流氓

2010年10月13日凌晨三点多,我被一阵嘈杂的呼喊声弄醒,莫名其妙的往门外看,忽然看到许多警察正在追着富有村民打,他们不论男女老少凡见到人就上去将之打之,只见他们追到一个村民时, 五名警察围之将其打之然后就把村民抓走,然后其他警察鼓掌叫好,这才出现了开始的那一幕。


到凌晨四点少部分睡了的村民听到呼喊闻声出来,只见早与不见那些警察,全村人出来得知每人都非常愤怒骂声一片,经过了解以后得知原来是因为政府争地不成所以动用警察,想用暴力将土地占为己有,富有村官员向外招商引资,因只管自己利益,不管百姓死活,想用最低的价给村民,然后转卖给他人,从中得利!!!!


一直连哄带骗加之威胁想方设法打政府之名让村民同意签字。并将凡是富有村在外工作的人召回,不管是孕妇还是已退休很多年的干部都一一招回,并已拿不到工资和不能上班为名,让其说服亲属签字,尽管这样百姓们还是没签,富有办事处的官员与今天凌晨不分青红皂白对其一名妇女进行拳打脚踢。


连她身上的一名几岁儿童也不放过,因爱子心切将其儿童教与他人,才得以豁免(有人证)。起因是凌晨3点多时警察看村民人少从车上拿出一瓶汽油用火点燃丢到他们车下连声喊起村民放火警察一拥而上用电棒砸向手无缚鸡之力的村民身上顿时呼喊一片,方才出现开始的画面。


到凌晨5点多时该村有18名村民被抓,在抓之前都被警察围殴过并用电棒打晕,那名妇女在被警察围殴后当场吐血,可工作人员根本不当回事还将其带到派出所,该妇女在派出所时与凌晨死亡,及了解哪些警察大部分并非工作人员,大部分是富有村办事处人请来的社会上的混混,当看到这些时哪些做工作的人员和官员尽笑的非常开心。


敢问他们有什么脸面教学生,虽然他们外表鲜艳,但他们都有一颗蛇蝎心肠。如今官官相互,正应了那几话2012年世界将毁灭,如今人间地狱不毁才怪,我们要团结起来说不能过几年那些事就在你身边发生。

“我要求这些警员接受调查,因为他们有企图谋杀和滥权之嫌。他们不应该受到包庇和特别的待遇。”

早前遭警方枪击的甲洞面摊小贩何启汉今天到马来西亚人权委员会呈递备忘录,投诉警方不合理对他开枪。

何启汉(32岁,右图)在备忘录表示,“我要知道涉及枪击我的警员的身份和他们的资料。”

“我要求这些警员接受调查,因为他们有企图谋杀和滥权之嫌。他们不应该受到包庇和特别的待遇。”

何启汉今天是在律师黄启斌、妻子、父母和一名人民之声代表的陪同下,坐着轮椅到人权委会申冤。接待他们的是人权委会副主席许绿蒂。

开车返家却遭警察连开四枪

何启汉在11月15日,在其甲洞卫星市住家附近,正要开车回家路上,遭便衣警察在事前没表明身份及给予警告的情况下,便开枪射击何启汉,而警方在当时也没有尝试设法要他停车。

他身中4枪入院,而且留医期间,警方仍发出扣留令,以致在病床上仍被扣上手铐。

他描述,案发当天的下午6点,在住家附近的草场会见了一名朋友后,正要驱车离开时,突有2名男子喊他,他未停车对方就开枪打伤他。由于中弹,他无法控制车子,并撞向附近的一间住宅。

负伤跌入沟渠却被置之不理

“车子停下后,我打开车门出去,却不意跌入车底下的沟渠里。我受伤后身体好弱,爬出沟渠时便对上这2人,后来又出现另外2人。”

他续说,对方抢走他的钱包、手机、现款及属于他东西,这些人还自称是警员,他至今未能取回这些东西。

他投诉,他在未获治疗情况下,被这些人弃于路边,对方明明有车,却让他留下来等救伤车。

怀疑警方追捕毒贩却点错相

“我留着血听他们诉说冀望能够拦截一部贩毒嫌犯驾驶的白色本田思域轿车,还说这司机或持有枪械。”

何启汉当时驾驶的车是黑色的同款本田思域,因此他怀疑自己是被点错相。

何启汉代表律师黄启斌表示,尽管如此,这不能成为警方滥用枪械的藉口。

遭警方援引企图谋杀罪调查

何启汉中枪后,被送入吉隆坡中央医院加护病房长达11天,入院期间一直被铐锁在病床。

在甲洞与增江一带有数间面摊的他,目前遭警方援引刑事法典第307条文下调查,他被指企图谋杀警员。但警方允许他保释外出。

何启汉今天仍十分孱弱,根本无法站或行走,只能坐着轮椅出现在家人协助下出现在人权委会。

他的背部与肩部中枪,其中打入肩柙骨部分的子弹仍无法取出,医生解释说子弹深入骨骼,而且病人身体过于衰弱,暂时不适于动手术。

何启汉的备忘录包含6点声明:

1. 调查警方滥权及滥用枪械;2. 应由武吉阿曼展开调查;3. 确保公开开枪警员身分;4. 促请警方在试图谋杀下调查;5. 促请政府执行警员开枪守则;6. 促请成立“独立警察投诉与行为不检委员会”(IPCMC)。

另一方面,许绿薪(左图右)接领备忘录后,保证该委会将深入了解此事。

“我们将调查这案及采取必要行动,我们会把事主、事主父亲及大马人民之声的意见纪录在案。”

询及下一步行动时,黄启斌表示将向受害人及家属请示,以决定对警方采取的法律行动。此外,黄启斌已在昨天针对此事报警!

KUCHING: If Pakatan Rakyat coalition comes to power, Ibans can become instant millionaires! And that will be Chief Minister Taib Mahmud’s worst nightmare.

All this is possible if PKR’s plan to set up a Land Commission in Sarawak in its fight to return native customary rights (NCR) land to the people and compel oil palm giants to surrender the lands leased to them by the state to the natives materialises.

A small innocuous report headline “PKR to form Land Commission soon” in a local daily over the weekend has fired the imagination of locals.

Does a “millionaire Iban community” sound far-fetched?

Not if you read Sarawak PKR adviser Baru Bian’s plan for the Land Commission, the recent judicial reviews on NCR land, and how together it could translate into millions of ringit for native communities if the Pakatan Rakyat coalition is voted into power in Sarawak.

Bian, who mooted the idea, said the commission would “investigate claims over issuance of land titles and also gazette areas as the party (PKR) had all along been fighting for recognition of native rights.”

“We are offering the rural folks of Sarawak a solution to their NCR issues… We are not only looking at natives in rural areas but also at urban Chinese and the Malays in the coastal areas as well,” said Bian in Borneo Post on Saturday.

Explaining the role of a Land Commission, he said it would be a special body set up by the state government to look into matters and issues concerning land.

Will this body have the authority and power to act independently? According to Bian, it does.

“It is called a commission because it has been commissioned and empowered to do something about a problem,” said Bian.

Pakatan’s promise

If Bian is elected and Pakatan takes over power in Sarawak, replacing the current Barisan Nasional government, then the people, particularly the Dayaks, can look forward to a Land Commission and obtain direct benefits.

According to Bian, the Land Commission would survey whole areas of NCR lands in Sarawak, which incidentally is what Prime Minsiter Najib Tun Razak has instructed Chief Minister Taib Mahmud to do with the recent perimeter survey exercise.

However, will the BN government go one step further and issue titles (pala tanah) for these surveyed lands? And who decides the “garis menoa” or boundaries of these lands?

So far, the BN state regime has made no comments on this matter.

According to Bian, a PKR Land Commission will not only survey the NCR land but will also have the power to grant titles to the lands.

This means that the “pemakai menoa” (territory) and “pulau galau” (communal forests) claimed by the Ibans will be fully recognised by the Land Commission and given land titles.

Within these boundaries, especially within the temuda (farmed land or secondary forest) areas, individual, and not only communal, titles will also be granted.

If Bian’s Land Commission can implement all these measures, it will be a major breakthrough in efforts to empower the Ibans.

With their land recognised, the Ibans can finally go to banks and financial institutions to apply for loans with their land titles as collateral for mortgages.

Thus, the Ibans will have the same opportunities as other communities to start their own business with seed money from bank loans guaranteed with their land titles.

Ibans will have choices

But will this make Ibans instant millionaires overnight? Of course not, notes blogger antubederu.

“Business is always a risk, but the potential to reap huge rewards will be possible. Once landowners are granted titles, they can sell their land. This is how the Ibans can become rich.

“But if they are smart, they will not sell their land but develop it. This is how they can become millionaires,” said antubederu.

“They can invite oil palm plantation giants like Samling and WTK to form partnerships with them on their own terms,” the blogger added.

Currently, oil palm plantations call the shots and dictate to the Ibans how much they get paid for renting their land from them.

The Ibans do not have the bargaining power because Taib and his deputy Alfred Jabu refused to grant the Ibans land titles, which makes these natives no better than slaves on their own lands.

However, when the Land Commission is set up, the Ibans will have the solution to their land issues, which is exactly what Taib and Jabu are afraid of.

They are afraid that the Ibans will finally realise how much economic and political power lie in their own hands when they have titles to their lands.

Who owns the most tracks of land in Sarawak? The Ibans. Not the state.

But Taib has used his Land Code to convert many native lands into state lands. Then he gave these parcels of land to Samling and WTK to plant oil palm.

In reality, the Ibans, and not the state, are the largest landowners in Sarawak. But Taib changed it all. His Cabinet ministers, including Iban lawmakers, agreed to vote in the Land Code which stripped the Ibans of their rights to their own lands.

So now vast tracks of land previously owned by the Ibans under the “pemakai menoa” and “pulau galau” have become state land overnight for Taib to give away to his family, friends and cronies.

Judicial success

But justice is not blind in the courts here. The High Court, the Appeals Court and the highest court in Malaysia, the Federal Court have all disagreed with Taib.

They have all ruled, in various cases, that the Ibans do indeed own their “pemakai menoa” and “pulau galau”.

The courts ruled that the Land Code in Sarawak was misinterpreted by the director of Land and Survey Department.

The landmark case of Nor anak Nyawai once and for all settled the issue and grants ownership of “pemakai menoa” and “pulau galau” to the Ibans.

Recently, the “Hj Ramli” case further extended the same principle to coastal lands owned by Malays. But the state government still refuses to grant titles to these lands despite the court rulings. Instead, the state is stubbornly fighting the precedent created in the Nor Nyawai Case.

So now that we have discovered that the courts and the laws of Malaysia do indeed recognise that the Ibans own huge tracks of lands in Sarawak and that the Land Code enacted by Taib’s government is practically useless and has no legal standing, does this ownership of lands make the Ibans instant millionaires overnight? Not yet.

What will make Iban instant millionaires is when Samling and WTK and all the oil palm giants surrender the lands leased to them by the state to the original owners of the lands, with the oil palm growing on these lands.

The oil palm will then be automatically owned by the Ibans, as Samling and WTK would be recognised as trespassers on lands owned by the natives.

Vote for a Land Commission

In common law, trespassers have no rights over their cultivated crops. This ownership of hectares of oil palm planted by Samling and WTK and all the other oil palm giants will revert to the poor Ibans and make them instant millionaires!

By the stroke of a pen, the Ibans become instant millionaires just like how Taib made himself and his family, friends and cronies millionaires overnight.

And who will have the authority to decide this with the stroke of the pen? The Land Commission promised by Bian.

Bian’s promise of a Land Commission is not just empty talk.

He has put his words into action. The Star on Jan 22, 2010, under a headlined “Oil palm firm told to return land to Ibans” reported that the High Court had ruled that a group of Iban longhouse folks from Bintulu have NCR rights to a disputed piece of land within a provisional lease issued to a plantation company.

In granting their rights to the lands, the court ruled that the provisional lease over the disputed 1,214ha was null and void.

Justice David Wong ordered the oil palm company, Ladang Sawit Bintulu Sdn Bhd, to leave the disputed area, excise it from its provisional lease and return it to the Ibans.

So, it is possible for Ibans to become instant millionaires. All you have to do is vote the Pakatan coalition into government and let Bian set up a Land Commission.

They’re friends of the Penan

The following is an account written by one of many volunteers working to improve the lot of the Penans. The writer works on his initiative to alleviate the suffering of the Penans in helping to meet their needs for medical care and education.

This week, my column by a guest from this group who consider themselves friends of the Penans.

An early start

Land rights lawyer See Chee How has been working to support the Penan for over two decades. He took part in Ideal’s 1994 and 1995 fact-finding missions into the crimes committed against Penan villagers at logging barricades.

His NGO, Sarawakians’ Access (Saccess), is working together with the Kuala Lumpur and Selangor Chinese Assembly Hall to set up two new pre-schools in two villages in the middle Baram area.

The middle Baram is home to a dozen Penan settlements, varying in sizes between 30 and 80 families each. The settlements are spread out over vast distances, and children often have to hitch rides on logging vehicles to get to school in some distant village. The recent reports of logging company employees’ sexual abuse of Penan schoolchildren came from this area.

“While efforts are being made to tackle transportation problems faced by the people,” See explained, “there are also urgent and unaddressed problems of schooling. Specifically, the problems of dropping out from school, even at primary level, have been increasing. NGOs working with the communities have long recognised the need to prepare Penan children before they enter primary schools.”

See remarked that Penan children are exposed to their mother tongue, Eastern Penan, but not Malay or English while they were growing up. When they enter primary school and encounter these alien languages, the children are in no position to keep up. They start failing subjects, and then they lose interest. This leads to punishments in school and eventually, isolation in an education system that makes no effort to cater to these students in remote areas.

Sthe antidote article sarawak native logging school children 280409 06everal previous attempts at pre-school education had sputtered out when funding ran out, or NGOs were not around to provide support, See observed. These new pre-schools would be sustainable, See said, because local NGOs and Penan activists were working closely with the communities themselves to plan, implement and monitor the programme, and train qualified local villagers to teach the pre-schoolers.

“One pre-school is planned to be in Long Item. Together with Long Kawi, about 30 minutes’ drive away, there are about 70 families, 250 people. Among these are 60 children aged between four and six, our target age.

The second pre-school will be in Long Pakan, one of the largest Penan communities in middle Baram, and home to around 50 children of pre-school age. Many more pre-schoolers will come to Long Pakan from surrounding villages,” See noted.

He laid out a detailed costing of the pre-schools, requiring RM55,000 for the first two years, a sum of RM250 per child annually. The villagers will participate in the pre-schools’ management committees, together with the teachers, and with local and peninsular NGOs.

The villagers will contribute the communal labour needed to renovate under-used buildings for the pre-schools, provide accommodation and care for children from surrounding villages if necessary, and ensure maintenance of the pre-schools and the grounds. The village heads will also establish village education committees to ensure the children stay in school, and solve problems that arise.

Teeth and bones

Other ad-hoc projects are running too. Nurses, doctors and dentists volunteer for a small number of medical visits to Penan villages in middle and upper Baram, funded by local and peninsular NGOs.

“Once, we held a clinic al fresco, in a shed by a logging road,” one volunteer recalls, “so that we wouldn’t have to carry our heavy medicines down to a small village in a valley. It was fantastic. The village chief came up to a dentist after the clinic, held on to his hands, and thanked him, saying they had never been visited by a dental and medical team before. There were tears in his eyes. He’d had a tooth extracted too, but we knew his tears were tears of joy!”

azlanThe remote locations of many of these villages make it nearly impossible to get to Marudi or Miri, the nearest towns, for dental or medical care, the volunteer pointed out. The journey takes several days, and includes hitching rides on logging vehicles or paying up to RM150 one-way to get to town. Since villagers depend on farming rice, fishing in the rivers and hunting in the forests for their survival, they have negligible cash incomes. It often takes years to save up for such a trip.

“There are many small things we can do to support them,” the volunteer continued. “We take some toothbrushes and toothpaste for the kids, some reading glasses for the elderly, books, stationery, even slippers and shoes. And the villagers support us back, keeping us sheltered and safe, guiding us, moving us around in longboats, feeding us and doing their own community health education together with us.

FBI renting top-secret facility from controversial Malaysian timber tycoon

SEATTLE, USA. The US government's Federal Bureau of Investigation (FBI) is renting a top-secret office facility in downtown Seattle from the family of Taib Mahmud, Chief Minister of the East Malaysian state of Sarawak. This has been revealed by Sarawak Report, a website close to the Malaysian opposition. Taib is considered to be one of the corruptest politicians of South East Asia and one of the main culprits in the destructive logging of Malaysian Borneo's rainforests over the past three decades.

According to Sarawak Report, the 11-storey Abraham Lincoln Building in Seattle, which houses the FBI's North West Regional Headquarters, is held by the Taib family through Wallysons Inc., a Washington corporation. Washington state records show that Wallysons' chairman is Taib's son Rahman (also known as Sulaiman), who is a member of the Malaysian parliament, while Taib's son-in-law Sean Murray, a Canadian national, is the president. The facility is administered from a Taib family-owned office complex in Ottawa, Canada.

Ironically, one of the FBI's criminal priorities is to "combat public corruption at all levels", and one of the units based in the Abraham Lincoln Building is in charge of fighting money laundering. "Corruption in government threatens our country's democracy and national security", the FBI's Seattle Division website states.

The Taib family's reinvestment of the proceeds of corruption in overseas real estate could well be looked upon as a form of money laundering. Obviously, the FBI's due diligence upon renting the building was seriously flawed.

The disclosure of the Taibs' ownership of the FBI building is the latest in a series of corruption allegations against the Sarawak Chief Minister that have been widely reported by the Malaysian online media over the past few weeks. Last week, several individuals lodged complaints against Taib with the Malaysian Anti Corruption Commission (MACC).

Taib has failed to publicly comment on the reports, which is being regarded as an indirect acknowledgement that the allegations are true. The Chief Minister's only response has been a directive to the local print media, which are under tight government control, prohibiting them from reporting on his family's overseas fortunes.

One year after the Bruno Manser Fund launched a campaign against sexual abuse of indigenous Penan girls and women by logging company workers in the East Malaysian state of Sarawak, a Malaysian government report confirms the Penan’s allegations of sexual abuse by loggers.

According to the independent Malaysian news service, Malaysiakini, a hitherto confidential report by the Malaysian Ministry for Women, Family and Community Development lists at least eight cases of sexual abuse of Penan girls and women by logging company workers and says that several of the victims were schoolgirls as young as 10.

The report concludes that “allegations of sexual abuse of Penan girls and women by outsiders dealing with the Penan, including logging company workers and merchants, did indeed take place.” It quotes two rape victims as saying that it is a regular and common occurence for logging camp workers to sexually abuse girls who hitch rides to and from school.

The report said the girls’ vulnerability, widespread poverty and “dependency on the logging companies for transportation into towns, including sending and ferrying of children to and from school” were among the reasons for incidents of sexual abuse.

The report contains the results of an investigation conducted by the Malaysian ministry for Women, Family and Community Development in November 2008 and was released under growing pressure from civil society groups and the opposition. It contradicts statements by leading Sarawak politicians, including Deputy Chief Minister Alfred Jabu, who had condemned the Bruno Manser Fund for publicizing the Penan’s allegations of sexual abuse.

On 15 September 2008, the Bruno Manser Fund had informed the public on allegations of Penan women that they were being sexually abused by employees of Samling and Interhill, two logging companies operating in Sarawak’s Middle Baram region. Both companies denied the allegations.

The Bruno Manser Fund welcomes the release of the report by the Minister for Women, Family and Community development. However, it is disturbing to note that it has taken the Malaysian government a full year to compile this report which apparently has not had any legal consequences for the perpetrators. It is high time that the responsibles of the crimes described in the report faced the legal consequences of their conduct. It would also seem appropriate that such a scandal should have political consequences at the state level.

Following the publication of a BMF media release, the Malaysian media have reported extensively on the sexual abuse allegations by Penan women against employees of two logging companies. Meanwhile, the Malaysian Human Rights Commission (SUHAKAM), the Women, Family and Community Development Ministry and the Sarawak Police have announced that they will investigate the complaints. BMF welcomes these steps and calls for fair, independent and thorough probes. In particular, the victims' privacy and dignity should be protected.

The Penan are accusing workers from Interhill and Samling, two Malaysian logging companies, of harassing and raping Penan women, including schoolgirls. "I want to make it known that we are being sexually abused by the timber company workers on a regular basis", a Penan woman from Sarawak's Middle Baram region said to the Bruno Manser Fund (BMF).

According to research undertaken by BMF, the perpetrators are frequenting several Penan settlements in the Middle Baram, looking for women. The company workers are based in logging camps in the region and are usually drunk when they arrive at the villages. "When we hear their off-road vehicles coming, we just leave everything as it is and flee into the forest", the Penan source said. "They come on an almost weekly basis, but the situation is worst during the school holidays when they know the students are in the villages." In other cases, school transports operated by company vehicles had been arranged in such a way that schoolgirls had to stay overnight at a logging camp, where they were abused.

The Penan communities are reporting several cases of pregnancy as a consequence of abuse by company workers. They also accuse the loggers of using armed "gangsters" to intimidate them and of handing out alcohol to the young Penan. Complaints by the Penan to those in charge of the logging camps and to the Police have so far had no effect.

The Bruno Manser Fund is asking the Malaysian government to start a formal enquiry into these serious criminal offences. In particular, the government is being asked to ensure that the victims are protected and that the harassment of Penan women by company workers is brought to an end immediately.

Sarawak Deputy Chief Minister dismisses claims by Bruno Manser Fund

KUCHING:
Sarawak Deputy Chief Minister Tan Sri Alfred Jabu today dismissed the claims of a
Swiss non-governmental organisation Bruno Manser Fund that Penan women and girls
were being sexually abused by workers from two logging companies.


Jabu said unless the organisation was able to give specific details of their allegations, it would be a waste of time to investigate.


“Show proof. Tell us where and which Penan settlement.

“I have not heard of such complaints from the Penan communal leaders in my many
visits to ulu Baram,” Jabu, who is the chairman of the steering committee on the Penans, said after launching the Ops Sikap XVII campaign in the state at KM19 on the Kuching-Serian Road.


The BMF had posted the allegations on its website, claiming that the workers preyed on students who were back in the settlement during the school holidays.


It also claimed that the abuse had resulted in several pregnancies.
Jabu said if the NGO could provide some evidence, then the police could take action
against the alleged culprits.


He was also dismissive of BMF, labelling it as a “bunch of people who are nothing in their own country but like to sensationalise events outside their country”.

One investment strategist points out a rather odd indicator of China’s economic prowess and another fund manager sees China as the go-to investment opportunity as the lack of returns in developed markets send investors packing. There are several China-related ETFs available for those who want to hop onto China’s rising potential.

Analysts and pundits have looked high and low for any indication of China’s future well-being, but Keith Fitz-Gerald for Minyanville believes that the price of hairy crab, a fall delicacy in China, is an accurate economic indicator. As Keith noticed, hairy crab prices fall when China’s economy is down. However, current hairy crab prices are up 30% year-over-year at around $105 per kilo, which suggests good economic times to come.

The Chinese government is in a process of rebalancing the economy in a way that would favor domestic consumption over export growth, and investors should begin to adjust their investments accordingly.

Anthony Bolton, a Fidelity fund manager, is “as convinced as ever” about China’s long-term outlook, reports Raji Menon for Reuters. China “will become the dominant economy in Asia and it will have an effect on every other country in the region – many of which will become satellites to China’s sun,” Bolton remarks.

“Chinese growth could return to 7-8 percent from its current double digit level but relative to growth of around 2 percent in much of the world,” adds Bolton. Still, Bolton commented that rates may continue to rise as the government prevents the economy from overheating.

Chief executive Tom Albanese of RIO Tinto (NYSE: RIO) stated that China’s move to cool its growth is a conducive to the health of the global economy and will help reduce overall risk in the commodities market.
