The AP was supposed to be ended in year 2010, yet the government extended the AP system until year 2015? Does that make any sense?

APs were largely issued to 4 prominent businessmen popularly known as the "AP Kings".
In 2005, it was announced that 80% of the APs went to 20% of the companies, many of which were inter-related.
