Bangunan tertinggi 100 tingkat berharga RM 1.5 bilion bakal dibina di Malaysia?


PNB bina bangunan pencakar langit dekat Stadium Merdeka

KUALA LUMPUR: Malaysia bakal memiliki satu lagi mercu tanda bangunan pencakar langit setinggi 100 tingkat yang dirancang dibina di sekitar Stadium Merdeka dan Stadium Negara, selepas Menara Berkembar Petronas setinggi 88 tingkat.

Projek yang akan dimajukan oleh sayap perniagaan hartanah Permodalan Nasional Bhd (PNB) itu dijadual bermula seawal suku pertama tahun depan sebagai langkah susulan kerajaan menyegerakan pelaksanaan beberapa projek berimpak tinggi dalam usaha merangsang pertumbuhan ekonomi negara pada tahun depan.

Menurut sumber, belum dipastikan sama ada bangunan pencakar langit itu akan menjadi yang tertinggi di dunia kerana status ketinggian ditentukan berdasarkan ukuran ketinggian dan bukan jumlah tingkat bangunan.

"Ia mungkin menjadi antara yang tertinggi kerana ketika ini Taipei 101, bangunan tertinggi dunia memiliki 101 tingkat. Bangunan kedua tertinggi adalah Menara Berkembar Petronas dengan 88 tingkat.

"Dari segi ukuran ketinggian, Taipei 101 adalah 509.2 meter dan Menara Petronas 451.9 meter. Menara Burj Dubai yang akan siap pada Januari 2010 pula akan memiliki 160 tingkat dengan ketinggian 818 meter," katanya.

Sumber itu berkata, cadangan pembinaan bangunan itu sudah dihantar kepada Kementerian Kewangan dan difahamkan sedang dipertimbangkan secara terperinci.

"Kita mungkin dapat mengetahui mengenainya dengan lebih jelas sedikit masa lagi. Buat masa ini, ia masih pada peringkat awal perancangan," katanya kepada Berita Harian.

Beliau juga berkata, secara umumnya, kerajaan mewartakan tiga kawasan untuk pembinaan bangunan pencakar langit di sekitar Kuala Lumpur selepas Jalan Ampang yang menempatkan Menara Berkembar Petronas.

Selain sekitar Stadium Merdeka, dua lagi lokasi dicadangkan ialah di kawasan pembangunan Pusat Matrade di Jalan Duta yang akan dibangunkan Naza TTDI Sdn Bhd dan projek pembangunan Dataran Perdana, Jalan Imbi oleh Pelaburan Hartanah Bumiputera Bhd (PHBB).

Selasa lalu, Menteri Kewangan Kedua, Datuk Seri Ahmad Husni Hanadzlah, berkata kerajaan akan menyegerakan pelaksanaan beberapa projek berimpak tinggi bagi membolehkan ekonomi negara berkembang pada kadar lima peratus tahun depan, termasuk projek pembangunan bercampur di sekitar Stadium Merdeka dan Pusat Matrade.

PNB baru-baru ini pula berkata, ia sedang membuat persediaan memajukan satu lagi asetnya, iaitu kawasan Stadium Merdeka yang dinobatkan sebagai Tapak Warisan Dunia pada anugerah Unesco Asia-Pacific Heritage Awards for Culture Heritage Conservation. Ia akan membangunkan tapak seluas 7.2 hektar di persekitaran stadium dengan projek pembangunan bercampur dan dijangka dimulakan tahun depan.

Presiden dan Ketua Eksekutifnya, Tan Sri Hamad Kama Piah Che Othman, berkata projek merangkumi pembinaan hartanah kediaman dan plaza perniagaan itu memiliki nilai pembangunan kasar sekitar RM3 bilion.

Seorang peserta pasaran hartanah tempatan, berkata cadangan PNB memajukan kawasan sekitar dua stadium bersejarah itu termasuk bangunan pencakar langit akan memberi nilai tambah kepada pelaburan kumpulan itu serta meningkatkan nilai hartanah sekitarnya.

"Anggaran pembinaan sebuah bangunan 100 tingkat ketika ini mencecah lebih RM1 bilion. Dua menara berkembar Petronas yang siap pada 1998 menelan belanja kira-kira RM1.8 bilion. Berdasarkan harga perkhidmatan dan barangan pembinaan semasa yang lebih tinggi berbanding dulu, belanja bangunan 100 tingkat mungkin lebih RM1.5 bilion," katanya.

Malaysia: Where will we be in 2020......? (Must Read)


Where is our direction for our next generation..?

For those who started work around 1973, a 1.3 Litre Japanese car was RM7,000.
Today the equivalent is.... let's say RM60,000.......8.5 times

In 1973 a double storey house was about RM45,000..or less.
Today it is about RM300,000............6.6 times

In 1973 an Engineer's pay was RM1,000.
Today it is about RM2, 000+/-...........2 times....

From 1973 to 2008........35 years......what is the Trend?
Bearish!!!!

In a stock market when the trend is bearish, what do we do? ..Exit !!!
When a country's trend is bearish what do we do?

This Bearish trend is more difficult to turn around as compared to the stock market.

I have used these 3 items: House, Car & Salary as a measurement of the country's performance for the past 35 years....
Foreigners also ask about these 3 items to gauge our standard of living.

There is a book I saw entitled: “Malaysia : The Failed Nation”.
Some of you may be interested to read it. I agreed with the writer.....

This morning I was having coffee at McDonald (now the coffee..100 % Arabica beans..is quite good @ RM 2.90....free refill !!
I asked how much per hour is their pay?
RM3.00 x 8 hours = RM24 per day x 25 days = RM600 per month

My daughter works part-time during her University days..she worked at Gloria Jeans Coffee.... The pay?
Australian $14.00 @ 3.15 = RM44 per hour x 8 = RM352 per day x 25 days = RM8,800 ...13.3 times more !!!!!
......Price of houses in Perth is about the same in KL.

Price of cars are about 23% cheaper in Perth.

I think more and more people are becoming aware of this Bearish trend.

Developed country by 2020...means High income country!!

Let's look at some as of year 2005 (Financial Times)
USA GNP per capita US$35, 400
UK GNP per capita US$25,510
Australia GNP per capita US$19 ,530
Singapore GNP per capita US$20,690

These are developed countries by income measurement....
Malaysia 's GNP per capita US$3,540

Year 2020..developed country?

Really...a sad story. Worrying Trends, isn't it??

Ringgit sliding further and further under BN.

Recently, I interviewed some fresh graduates applying for jobs with my engineering company.
I accepted two applicants on a starting salary of RM1,600. It struck me as odd that 15 years
ago, I myself started work as a fresh graduate engineer for the same pay.

Indeed, if you compare the salaries of graduates now and 15 or even 20 years ago, you'll find
little difference but that their purchasing power is vastly different. It's the same story when you
compare salaries of shop assistants, office staff, factory workers and others.

To compound the effect of inflation, the ringgit has depreciated greatly against all major currencies.
The real income of most Malaysians has moved backwards.

This is why many Malaysians suffer under the petrol hike. The root of the problem is that our real incomes have shrunk in the face of inflation and depreciated currency.. Malaysians have not been spoiled by subsidy but are unable to move out of the time lock of stagnated and depreciated incomes.

If you compare the per capita incomes of Singapore, Hong Kong, Taiwan and South Korea, they are a few multiples of ours although at independence all these countries were the on the same economic level as Malaysia. We we grouped with them and were called Asia little Tigers. Today all of them have progressed and become 1st World (OECD) except us. We are now compared with second tiered Thailand, Indonesia and Vietnam who also seem to have overtaken us...!

What has gone wrong? We were the rising star of East Asia, a country rich in natural resources with the most promising potential.

The reason is massive corruption, plundering of resources, wastage of funds for huge non-economic projects, anti-public interest deals with politically-linked companies (cronies)and passing-of-the-buck to the man in the street..For example, Hong Kong and Singapore eradicated massive corruption in the 80s-90s with their ICAC and promoted transparency and meritocracy with wolrd standard education to uplift their economies. They now have universities ranked in the World's Top 50 (none in the 80-90s except University Malaya ).

Four decades of NEP where education, economic and employment policies are defined by race ensured that meritocracy took a back seat.

Our university standard has declined and today the best and brightest of our youths emigrate to escape the racial inequility only to contribute to the economies of foreign lands.

The reputation of our judiciary which was held in high esteem worldwide has sunk so low that foreign investors now insist on arbitration in Singapore in case of any dispute.

We also have a slew of oppressive laws such as the ISA, OSA, Uuca and PPPA which stifle free speech and are designed to keep the ruling parties in power.

We have become less attractive to foreign investors and now lag behind our neighbours in Asean for foreign direct investment. Even some corporations who have established themselves here are moving out.

All the economic and social malaise cannot help but affect the value of our currency. The strength of a country's currency is after all, a reflection of its fundamentals.

Furthermore, Bank Negara has a policy of weak ringgit to help exporters, never mind the burden on the common folk. The government is pro-corporation, not pro-rakyat.

While the poor and middle-class are squeezed, an elite group gets breathtakingly rich. We have the distinction of having the worse income disparity in Asean. A re-distribution of wealth is under way from the poor and middle-class to a select group of politically-connected elite.

The end result of this re-distribution will be a small group of super-rich while the majority are pushed into poverty and the middle-class shrinks. This is what happens when the rich gets richer and the poor get poorer.

There is much that is wrong with Malaysia . The responsibility for pulling the country backwards can be laid squarely at the door of the ruling regime. It is BN's mis-governance, racial politics and culture of patronage which has seen the country regress economically and socially.

We seem to be sliding down a slippery slope, further down with each passing year of BN's rule. Another five years of BN rule and we'll be at Indonesia's standard under Suharto. Another 10 years and we'll be touching the African standard--MAFRICA OR MAFRICASIA?

WAWASAN MAFRICASIA 2020!!! What a way to greet 2020!!!!


Is there any hope for Malaysia?

Faced with the reality that BN will never change, many Malaysians desperate for change turn their lonely eyes to Anwar Ibrahim.

Pakatan Raykat has promised to treat all races fairly, to plug wastage, fight corruption, reform the judiciary and make Malaysia more competitive.

But some have questioned whether we can trust Anwar and his loose coalition of parties..

The question is not whether we can trust Anwar and Pakatan Rakyat but whether we can afford not to.

Can we afford another ten years of BN's misrule?

I have today at 7.20 pm had Molotov cocktails thrown at my house. The resulting fire caused damage.

I believe this was a warning and threat to me and my family arising from my presence as a lawyer at a recent recording of an interview with the missing PIÂ Bala who is connected to the Altantunya case.

It is tragic that such threats have to be issued. Those who have elected to issue such threats have failed to appreciate that lawyers have a role to play in the discharge of their professional duties. I have no affiliations or ties with any political party or faction and have for the last 39 years of my role as a lawyer maintained that neutrality.

My presence at the interview was as Mr. Americk Sidhu’s lawyer. Mr. Americk Sidhu was the lawyer who acted for PI Bala in the making of Bala’s first Statutory Declaration. My presence and role in this PI Bala interview was apolitical and was to ensure the integrity and voluntary nature of the interview.

Ulema calls for ban on noisy loudspeakers

The South Kalimantan’s chapter of Indonesian Ulema Council has proposed an edict that bans the use of loudspeakers if it is considered to be disturbing other people, even though they are used to broadcast the call to prayer five times a day or a sermon.

Council member Muhammad Noor, who is a lecturer at Antasari State Islamic Institute in the provincial capital of Banjarmasin, told Antara state news agency Monday that a group of ulema attending a discussion in Tabalong regency recently concluded that deafening loudspeakers, albeit for good purposes, could spark disagreement among Muslims and non-Muslims due to the noise and discomfort caused.

Noor said the ulema suggested that Muslims exercise their freedom of religion without sacrificing the rights of other people.

Participants of the discussion agreed that the use of loudspeakers was aimed at propagating Islam, but its excessive application might be counterproductive.

Well done to the ulema involved in this discussion! Considering the archaic intolerance in Aceh recently with stoning laws and outlawing women in trousers, it is truly comforting to know that there are sensitive, understanding Muslims in this part of the country, South Kalimantan, who can see and think laterally. Although a non-muslim, I am, and always have been drawn to the sound of the call to prayer and for me it is genuinely pleasant to listen to..not through cheap, over amplified speakers, however. After all it is not for promotion or propaganda, but for prayer.

A similar move may need to be followed in the DKI, Jakarta. Call of the prayers done naturally by a well versed ADULT voice is totally soothing even comforting. But unnecessary sermons on broken loudspeakers in the early morning or during the day is a disturbance to the ears. Why the need to propagate Islam furthermore in a majority Muslim country? Religion is a private matter in my opinion. Certainly Indonesian Muslims will find a common harmonious understanding in their neighborhood since Islam claims to be a religion of peace. Hope my next visit to Indonesia will not be startled by a broken loudspeaker in the wee hours of the morning...

Show respect for your neighbours rights; issue bleepers or telephone devotees to prayers. Personally I do not mind when the call to prayers by Mosques is well done, even when it is at dawn. What I object to is the "right" for people with the worst chanting voices in the village to reek revenge on their non-Muslim neighbours. Singapore has the right idea!

I am not a muslim but I live 20mtrs from a mosque I do not mind the loud speakers if they are tuned properly and not turned up so loud as to distort the sound coming from them. Distorted voices are probably the most disturbing thing I can think of.

Ramachandran Muniandy: Datuk Seri, this talk at conventions, seminars and ceramah are useless. The Kulim MP Zulkifli Noordin is a bloody pain. He supported Umno and BN policies, he supported the 'cow head' gang and he supported the alcohol ban in Selangor.

What did you do? Nothing. Don't talk, show some action.

Just The Issues Please: DSAI, walk the talk. What about Zulkifli Nordin? And a few more that I will not name here. Or else what you say is worth totally nothing. May I also suggest that you come out with your policies and goals so that people know them?

It is difficult when you change your position according to the situation and groups that you deal with.

Carboncopy: This is a step ahead in the right direction. Now, sir, what to do with Zulkifli Nordin? Show us you're serious.

Paul Warren: Well Anwar, I told a friend that there was an absence of leadership in PKR. But if you think this speech registers the presence of leadership, well, I don't know.

It sure registers the presence of Anwar Ibrahim. But that does not translate into leadership. Sometimes, as leader you have to do what you must. Have you? Can you, if you need to?

DohDoh: DSAI, good on you. PKR must not have its elected reps and leaders talking like Umno, MIC or MCA people. The rakyat supported PKR in the last election because they feel it is not racist and has values which are race-blind.

Those PKR members who undermine PKR's credibility should be be given 'show cause' letters quickly, to nip them in the bud before they ‘fully bloom'. Whether these ‘cowboys' go independent or join a BN party should not be an issue to consider.

After all, they are either stupid or have sinister motives against PKR. In both cases, PKR does not need them. PKR's credibility is more important to maintain in order to prepare for the next general election.

Suhaimi Said: Thank you, DSAI. This is a very positive stance to remind leaders that they should not be in the party and use party vehicles for their selfish ends. Some ‘leaders' are just ‘pengampu'. They will make their presence felt only when Anwar Ibrahim is around. They are useless leaders for the rakyat.

SMK: DSAI, that's the way to go, man. Weed out all those traitors in your party before the next general election. There should not be any fear of losing a seat because of these unscrupulous reps. PKR may lose the battle now but ultimately the war will be won. ‘Hidup demokrasi' and ‘hidup Malaysia'!

Antares: I like the new firmness in Anwar's tone. We must all renew our own resolve to no longer tolerate mendacity, arrogance, greed, hypocrisy and injustice - destructive traits long associated with Umno's ‘Ketuanan Melayu' nonsense. I also like the ‘Harapan Baru' logo - there's a lot of energy, enthusiasm and vtality in it!

Spokenthots: This is a timely reminder to all elected reps of the PKR. Basically, shape up or ship out. For all those who can be bought for a few ringgit, let them go. There is no place for traitors/katak in the political arena.

These reps should be sacked and hung out to dry. There is simply no sympathy for these people who sell out their constituents. Good on you, DSAI - it's time for the shaking-up of PKR and to seriously prepare for the 13th general election.

Geronimo: Anwar's warning to PKR members and the recently concluded meeting of PAS are both timely to prepare themselves for the coming Pakatan Rakyat convention. As for Sabah, forget Joseph Kitingan. He is just another warlord and an opportunist.

Except for the hiccup relating to the Kampung Buah Pala issue, DAP so far has been on firm ground. Thus, I believe the forthcoming Pakatan convention should see a meeting of minds to work as one cohesive unit.

Soapbox: Hello DSAI, this is a good straightforward warning to all recalcitrant PKR elected reps. Once the party rules are clearly set out and everyone knows them thoroughly, a clear mechanism for disciplinary proceedings should also be spelt out.

The panel heading the disciplinary committee should comprise of distinguished party members. Let these gentlemen judge without fear or favour and without any interference. Then we're being serious.

The rakyat are watching. There's no time to waste. And where is your shadow cabinet? If Pakatan Rakyat is being formally registered, perhaps we should have an all-encompassing rule book for all component party members to follow. That way, all will have to strictly comply.

Habib RAK: This a very timely warning to initiate party ‘spring-cleaning'. For the next general election, we want more cohesive assemblypersons in PKR and those who are committed to the progress of the rakyat . We dont need the likes of Badrul Hisham Abdullah and Zulkifli Nordin.

Like some commentators, I, too, think that PKR must document its policies in black and white. It should be in the written form and be formally adopted by the party.

Remember during Budget 2008 announcement last yr, our Finance Minister cum PM) announced that in order to assist KWSP members to reduce the burden in housing load repayment, KWSP will allow monthly withdrawal from members' A/C II for the purpose?
Sounds like a nice goodies!

When you apply for the monthly withdrawal, you only need to provide KWSP yr housing loan & installment details from yr bank and the bank a/c # you like KWSP to bank the monthly withdrawal into it. KWSP will approve yr application based on the available amt in yr A/C II and compute the withdrawal period by dividing the approved amt with the monthly installment amt.

Application process takes about a month and you will receive the monthly payout promptly into yr bank a/c!

Well everything appear to be nice and good. It was indeed a noble plan until you take to close look at yr KWSP Statement!

This is how the so-called KWSP SCAM works.......

Assuming you have RM100,000 in yr A/C II and yr housing loan's monthly installment is RM2000/mth.
KWSP will approve yr application of withdrawal from yr A/C II of RM100,000 and pay you Rm2000/mth for the next 50mths.

Everything appears to be in order BUT.......
What KWSP didn't highlight to you is that when the application was approved, the TOTAL AMT (RM100,000) is removed from A/C II! It appears to be transferred to an unknown a/c to effect the monthly payment from therein.

The impact to the member are as follows :-
1. You just lost RM100,000 from yr A/C II. Assuming the KWSP Dividend is 5%, you will lose RM4,000 in dividend during the 1st year. Based on the above example you will lose RM10,000 over the 50 mths period!

2. There is no statement to account for the amt approved vs. amt paid, hence you would need to keep the monthly payment voucher to reconcile against the approved amt over the 50mths period to ensure there is no missing amt!

Assuming there are 100,000 members who innocently fell prey to this SCAM, based on the above example, KWSP would have cheated the members of 100,000 X RM10,000 = RM1,000,000,000 (that's RM1 BILLION) over the period!


Furthermore, if you discovered this SCAM early and intend to stop the plan, KWSP would not allow any cancellation of the plan until at least 1 year. That would mean, once the application is approved, based on the above example, you would have lost RM4,000.

100,000 members would have lost 100,000 X RM4,000 = RM400,000,000(RM400 MILLION) in One Year!!!

If you're a victim of this KWSP SCAM, would suggest you call yr MP to raise it up in Parliament!

For others who have not fallen into this SCAM, pls continue to watch out and alert yr family & friends about this.

HOW COULD THE GOVERNMENT ALLOW ITS AGENCY TASKED WITH SAFEGUARIDNG ITS CITIZEN'S HARD EARNED MONEY TO CHEAT ITS MEMBERS IN THIS MANNER???

NOV 6 — Bukan satu yang rahsia “Majlis Keselamatan Negara” di Selangor yang dianggotai SPR, SPRM, polis dan beberapa agensi kerajaan lagi terlibat membincangkan bagaimana menjatuhkan Kerajaan Pakatan di Selangor. Ia telah didedahkan tetapi tiada penafian yang konkrit dari pihak terbabit. BN Selangor yang dipimpin oleh Datuk Seri Najib Razak sendiri setelah menyedari kelemahan dan ketamakan Datuk Khir Toyo tidak langsung berselindung dalam usaha menjatuhkan Kerajaan Selangor.

Terbaru ialah tindakan Jabatan Agama Islam Selangor yang melakukan tindakan yang bercanggah dengan polisi dan dasar Kerajaan Selangor. Tangkapan terhadap Dr Mohd Asri Zainul Abidin, bekas Mufti Perlis secara jelas mengikut telunjuk politik, malah penguat kuasa Jais yang terlibat dalam operasi tangkapan tersebut juga panik. Berdasarkan kenyataan media YB Zuraidah yang berada di tempat kejadian secara jelas pegawai Jais terlibat tidak dapat menjelaskan tindakan mereka sebaliknya asyik menelefon “pihak tertentu” untuk mendapat arahan lanjut.


Sebaik sahaja tangkapan dibuat blog-blog pro Umno (baca: upahan Umno) telah bersungguh-sungguh melakukan “spin” dengan menyalahkan Kerajaan Negeri kerana tangkapan tersebut, sedangkan kita sendiri tahu sememangnya negeri Pakatan Rakyat berdepan masalah dengan agensi kerajaan seperti jabatan agama yang lebih mengikut telunjuk kerajaan pusat.
Namun bagi cheGuBard, Tan Sri Khalid Ibrahim harus melihat perkembangan ini dengan serius. “Kepala” Jais harus dipanggil dan diminta memberikan penjelasan wajar. Jika gagal tindakan serius harus diambil termasuk memecat. Atas mandat rakyat Menteri Besar harus mempersembahkan secara terbuka kepada DYMM Sultan Selangor mengenai perkara ini.


Agen-agen Umno yang berlegar dalam agensi penting kerajaan harus dibuang segera. Menteri Besar dan barisan Exconya seharusnya bertindak tegas dan berani. Mereka harus menggunakan peluang ini untuk keluar dari imej “lambat” yang sering di label oleh pihak tertentu.


Contoh lain Menteri Besar seharusnya melihat juga agensi seperti Yayasan Selangor yang menjadi tempat berkubang “agen-agen” Umno ... Malah dilaporkan kakitangan pro Kerajaan Negeri telah “dianak tiri” di beberapa agensi seperti ini.

Dalam perkembangan lain, Exco Kerajaan Negeri, Datuk Dr Hasan Ali seharusnya bertanggung jawab dengan tampil ke depan menjelaskan pendedahan beberapa blog (pro Pakatan Rakyat dan pro Umno) yang mendedahkan hubungan beliau dengan Umno.
Blog Umno-Reform.com secara jelas menyebut beliau terlibat mempergunakan GERAK (NGO anti rasuah yang ditubuhkan Ezam) untuk menyerang Menteri Besar.

Blog PerisikRakyat.com secara jelas menyebut beliau dan beberapa pemimpin PAS lagi terlibat berjumpa dengan pemimpin Umno dan blogger Umno dengan mendedahkan perkara yang sepatutnya dirahsiakan. Jika tidak mampu memberikan penjelasan, maka tidak perlu diambil tindakan seharusnya dengan maruah Hasan sewajarnya meletakkan jawatan apabila tindakan menjadi duri dalam daging terdedah.


Menteri Besar juga seharusnya dengan berani mengakui kesilapan-kesilapan kecil sebelum ini dan bersama dengan kerangka besar Keadilan serta Pakatan untuk memacu Selangor. Isu seperti pengurusan pasir harus diakui kelemahan dan perlu diperbetul segera untuk mengelakkan ia menjadi barah.

Tidak dinafikan jika dibezakan dengan kerajaan lalu dibawah BN, Kerajaan Selangor di bawah Pakatan ini lebih baik namun sedarilah hakikatnya harapan rakyat adalah lebih dari itu.

Dr Hassan Ali Memang Berniat & Biadap....Mengaibkan Semua & Rakyat Negeri Selangor!

“Kalau dia tak masuk dalam PAS, saya dah dapat 10 juta (ringgit) dengan kredibilitinya sebagai pakar motivasi dan sebagainya. Dengan saya masuk PAS, saya rugi…dah rugi boleh pula bala-bala bila orang kutuk saya dalam blog-blog. Sebenarnya tak berbaloi saya masuk PAS ini…bila terlibat dengan PAS, pintu rezeki saya ditutup…” ucapan Pesuruhjaya PAS Selangor, Datuk Dr. Hasan Ali sewaktu bertemu ahli-ahli PAS Anjung Tengah pada 1 November lalu.

Saya begitu tidak selesa dengan ucapan Pesuruhjaya PAS Selangor begitu menyalahkan PAS sebagai punca pintu rezekinya ditutup.

Sekiranya Dr. Hasan berasa susah di dalam PAS, lebih baik keluar dari PAS untuk mengejar kesenangan.

Dalam PAS masih ramai ahli-ahli yang ikhlas dan yakin soal rezeki itu adalah urusan Allah, bukan urusan PAS dan bukan urusan sesiapa termasuk Umno.

Firman Allah yang bermaksud, “Berjihadlah kamu dengan erti kata jihad yang sebenar-benarnya. Sesungguhnya Allah telah memilih kamu dan sama sekali Allah tidak akan menjadikan kamu sempit dalam agama kamu…”

Rasa tidak selesa membawa saya bertanya sendiri seorang kawan karib Dr. Hasan Ali dari Terengganu. Menurut kenalan itu, sepanjang Dr. Hasan roadshow di Terengganu, beliau bukan tidak dibayar.

Dr. Hasan Ali telah dibayar RM3 ribu dalam satu hari aka dua program motivasi Kerajaan PAS Terengganu.

Sebagai contoh, Yayasan Pembangunan Keluarga Terengganu (YPK) mengesahkan Dr. Hasan dibayar RM2 ribu hingga RM3 ribu untuk satu-satu program motivasi (sejam). Setiap hari, lazimnya Dr. Hasan ada dua hingga empat jam program bersama kerajaan negeri.

Seorang bekas pembantu kewangan negeri Kelantan memberi tahu saya, Dr. Hasan Ali dibayar RM2 ribu oleh kerajaan negeri dalam setiap program motavasi selama sejam.

Adakah Dr. Hasan menipu ahli-ahli PAS semata-mata dendamnya kepada Tok Guru?

Ulasan Cenangau…

Aku harap sangat apa yang member aku tu tulis tak betui. Aku harap sangat benda yang dia tulis tu fitnah semata-mata. Aku harap sangat benda yang dia tulis tu dia tak dengar sendiri dari mulut Dr. Hasan Ali, cuma sekadar cakap orang lain yang aku harap hanya fitnah dari orang tu.

Tapi, kalau betui apa yang dia tulis tu dia dengar dari mulut Dr. Hasan Ali sendiri, aku harap member aku tu pi buat laporan kepada Pengerusi Jawatankuasa Disiplin.

Kalau dia ada buat rakaman lagi bagus, biar Jawatankuasa Disiplin dengar sendiri rakaman tu. Biar depa buat keputusan berdasarkan maklumat tremasuk maklumat terbaru ni.

Aku harap sangat member aku ni pi buat laporan ke Jawatankuasa Disiplin. Macam tu jugak aku harap sangat bukan takat dia sorang tapi yang lain-lain yang dengar Dr. Hasan cakap macam tu kena pi jumpak Jawatan Kuasa Disiplin, cerita kat depa apa yang hangpa dengar. Macam tu jugak sapa-sapa yang lain yang rasa ada bukti yang sepatutnya Jawatankuasa Disiplin tau, kena serahkan bukti tu.

Pada aku kalau betui mengaku sebagai ahli Pas, itulah tindakan yang sepatutnya kena buat. Kalau mengaku nak bagi jamaah Pas semakin kuat, itulah tindakan yang sepatutnya dibuat. Kalau nak Pas semakin diterima dah dihormati, itulah tindakan yang perlu dibuat.

Lagi satu aku harap Jawatankuasa Disiplin tidak sekadar reaktif, hanya bertindak kalau ada dakwaan. Aku harap Jawatankuasa Disiplin bertindak proaktif, menyiasat dengan secara menyeluruh, bukan sekadar panggil saksi tapi p cari saksi tu kalau ada yang tak berseda nak pi.

Harap-harap keputusan Jawatankuasa Disiplin ni akhirnya adalah keputusan yang paling tepat setelah mengkaji sedalam-dalamnya semua bukti yang ujud.

Harap-harap keputusannya nanti akan menjadikan Pas bertambah kuat dan dihormati dan dipercayai bukan saja oleh ahli-ahli Pas tapi juga penyokong dan pengundi serta bakal pengundi untuk plihanraya akan datang. Dan yang lebih penting keputusan tu adalah yang terbaik untk Pas.

Dr Hasan Ali kena faham walau apa sekali pun alasannya, tindak-tanduknya menyebabkan PAS kehilangan undi yang banyak di Bagan Pinang!!!!!!

Dr. Hasan Ali Yang Wajib Dinilai Ahli-Ahli PAS..!

Sejak jawatankuasa disiplin dibentuk oleh PAS untuk mengambil tindakan terhadap beberapa peribadi dalam PAS Selangor, Pesuruhjayanya Dr. Hasan Ali dilaporkan tidak tenteram.

Beliau tidak ada banyak pilihan, kecuali membalas dendam kepada beberapa peribadi seperti Mursyidul Am PAS Tuan Guru Abdul Hadi Awang dan Ahli Parlimen Shah Alam Khalid Samad yang begitu banyak mengkritik peribadinya sebelum ini.

Beliau mungkin mulai sedar bahawa keyakinan rakyat, ahli-ahli PAS serta rakan-rakan dalam Pakatan Rakyat kian pudar terhadap peribadinya.

Jalan yang ada yang sedang dibuat Dr. Hasan adalah turun padang bertemu ahli-ahli PAS untuk meraih simpati.

Antara siri pertemuan yang sempat saya dapatkan bukti, adalah pertemuan Dr. Hasan dengan AJK PAS kawasan Zon Selatan pada 1 November 2009 lalu, jam 9.15malam – 11.30malam di Puchung Perdana.

Selepas YDP Puchung berucap, Ketua Dewan Ulama Selangor yang cuga Pengerusi Majlis, Ustaz Md Zain menjelaskan konsep tahalluf siyasi.

Beliau meminta semua ahli PAS yang hadir membuat mindsetting dengan membuang elemen-elemen sekular serta kembali melihat Islam sebagai asas pemikiran semasa majlis dialog berlangsung itu.

Ust Zain juga meminta ahli yang datang untuk tidak membuat rakaman, mengambil gambar atau sebagainya bagi mengelakkan fitnah.

Kemudian, Dato Hassan Ali memberi penerangan tentang isu-isu yang berlegar pada dirinya. Beliau kelihatan bersungguh-sungguh untuk mempertahankan dirinya dan mengatakan dakwaan yang terpalit pada dirinya adalah fitnah jahat dan tidak mempunyai sebarang bukti.

Beliau menceritakan kenapa beliau masuk dalam PAS adalah semata-mata ikhlas dalam perjuangan. Beliau melihat politik dan dakwah hanya dalam PAS dan tidak ada pada lain-lain jamaah.

Beliau menyebut sejak beliau masuk PAS, segala perniagaannya telah disekat segenap sudut.

Jika dulu beliau kebiasaanya membawa keluarga pergi bercuti di luar negara dua kali setahun, tetapi sejak masuk PAS hendak pergi bercuti ke Langkawi pun tidak mampu.

Skim 15 kerusi paling minimum untuk dimenangi pada PRU-13.

Beliau juga mempersoal wakil rakyat Kota Raja, Kuala Selangor, dan Shah Alam yang lantang mengkritik beliau tetapi langsung tidak sms atau berjumpa dengan beliau untuk mendapatkan penjelasan. Beliau juga menyindir mereka kerana lebih suka mendedahkan rahsia parti dalam blog-blog media baru.

Sesi penerangan beliau memakan masa dalam 30 minit dan sesi ini beliau lebih banyak mempertahankan diri beliau serta memberitahu audiens tentang kehebatan exco PAS dalam kerajaan negeri Selangor serta menekankan tentang tiada masalah antara parti-parti PR dalam memerintah Selangor.

Beliau juga dengan bangga memberitahu MB Selangor telah melantik beliau sebagai pengerusi jawatankuasa pembangunan negeri Selangor 25 tahun akan datang.

Sesi itu persis ucapan orang UMNO kerana terlalu banyak ayat ‘angkat bakul sendiri’.
Kemudian sesi soal jawap. Antara yang menarik soalan-soalan oleh audiens adalah – Kenapa YB Khalid Samad dan YB Saari Sungip dipecat dari Dewan Harian PAS Selangor.

Kenapa Dato PJ membuat kenyaataan akhbar dan tidak melalui saluran dalaman berkaitan isu SELCAT

Penjelasan terhadap soalan-soalan yang dikemukan dimulai oleh Sdr Khairuddin, S/U Badan Perhubungan PAS Selangor.

Beliau dengan suara lantang mempertahankan Hassan. Beliau menceritakan dalam pertemuan PAS dengan DAP, YB Teresa Koh bertanyakan ura-ura Hassan hendak masuk UMNO. Beliau berhujjah tidak mungkin kerana calon PAS yang bertanding dalam p/raya berbaiah akan jatuh talak 3 jika mereka melompat parti.

Beliau juga mengatakan wakil-wakil rakyat yang membuat onar dengan melompat parti sebelum ini adalah DAP dan PKR.

Ketika diminta mengulas tentang mengapa Khalid dan Saari Sungip dibuang dari Dewan Harian PAS Selangor, beliau berkata

Fahaman mereka terlalu liberal.
Mereka bersetuju untuk melaksanakan p/raya PBT sedangkan PAS Pusat tidak merestuinya. Hassan berhujah jika ianya dilaksanakan, maka orang Melayu di Sabak Bernam dan Kuala Selangor lah yang akan menjadi majoriti ahli majlis PBT. Khalid dan Saari berhujah “let got it, kita perlukan ahli-ahli majlis yang berwibawa dan layak untuk menduduki kerusi ahli majlis”.
Isu bantuan kerajaan negeri terhadap sekolah swasta/agama. Mereka bersetuju dengan cadangan exco DAP untuk menyamaratakan bantaun tersebut.
Isu ganti tanah kepada kuil-kuil. Jika didapati ada kuil-kuil yang haram dan hendak dirobohkan, maka kerajaan negeri hendaklah menggantikan dengan tanah yang baru. Termasuk lah tanah-tanah yang dimiliki oleh MAIS. Mereka bersetuju.
Isu pembinaan Pusat Kebudayaan Cina di sebelah masjid baru yang dibina di suatu tempat. Pada mulanya tanah tersebut hanyalah 2-5 ekar tetapi diminta oleh exco DAP tambahan tanah sehingga menjadi 15-18 ekar tanah yang bernilai RM 3.8 juta (kalau tidak silap). Mereka bersetuju.
Penguatkuasaan enakmen Islam. Mereka tidak bersetuju kerana ianya merupakan enakmen zaman UMNO memerintah. Hassan berhujjah enakmen itu adalah berkaitan tangkap khalwat, zina, yang bercumbu-cumbuan, orang minum arak etc. Beliau dengan sinis mengatakan “tak kan perkara ini pun tidak boleh sedangakn enakmen yang hendak dikuatkuasakan itu adalah standard dengan negeri-negeri lain”.

Hassan juga mendedahkan tentang pendirian DAP yang tidak sesekali akan menerima enakmen Islam walau apapun yang berlaku.

Beliau menceritakan terdapat cadangan daripada exco DAP untuk membuat IT International Zone (kalau tidak silap) iaitu salah satu fungsinya adalah tempat untuk hiburan bertaraf antarabangasa seperti hiburan 24 jam, kelab malam 10mlm-4pg, kedai arak etc. Cadangan tenpat adalah di Puchong dan Shah Alam. Hassan berhujah dalam meting exco bahawa armarhum Sultan sudah menitahkan Shah Alam dilarang dibuat perkara-perkara seperti itu.

Berkaitan dengan respon tentang blogger, Hassan menyindir pimpinan/ahli PAS yang menggunakan blog sebagai medium. Sebagai contoh beliau menyindir Tulang Besi. Paling menarik, Hassan dengan sinis menyindir TGNA yang menggunakan blog sebagai medium. “Tok Guru pun guna blog!!!!”. Sinis Hassan.

Beliau juga mempertikaikan TGNA berkaitan artikel di blog TokGuru kerana mengambil sumber daripada tulisan persepsi Prof Aziz Bari dan kegusaran sekumpulan Cina Sarawak yang berkunjung ke Kota Bharu berkaitan isu PAS di Selangor.

Beliau dengan sinis bertanyakan kenapa TGNA tidak telefon beliau untuk bertanyakan secara direct padahal TGNA mempunyai bermacam-macam S/U untuk menghubungi beliau.

Berkaitan projek-projek kepada ahli PAS beliau secara berhujjah peraturan mengkehendaki beliau mengambil tender yang paling murah dan jika tidak, SPRM akan menunggu di depan pintunya.
Pada ketika ini, Ust Zain mengatakan Unit Amal dapat mengesan ada ahli yang merakam dialog.

Hassan juga memberi pengingatan tentang rakaman dan pimpinan tidak redha jika ada rakaman.

Antara pimpinan PAS yang hadir adalah YB Dr Hassan Ali, YB Iskandar (datang lambat sedikit), Ust Zain Dewan Ulama, Khairuddin S/U Perhubungan PAS Selangor, Ustazah Hasrina Dewan Muslimat,Roslan SMS, YB Shafei, YB Yunus, YDP PAS Puchong, YDP PAS Sepang, Adram Musa (Bendahari Pemuda PAS Pusat).

SAYA ZAINULFAQAR YAACOB semakin ragu dengan kewibawaan Pesuruhjaya PAS Selangor. Harap maklum!

inilah yang membunuh PAS, pemimpin yang tak mahu mendengar suara majoriti, perkara ini tak pernah berlaku dalam PAS sebelum ini, nampaknya pengaruh dan cara politik umno telah meresap di dalam pas. Hasan kena faham walau apa sekali pon alasannya, tindak tanduknya menyebabkan PAS kehilangan undi yang banyak di Bagan Pinang.

SIAPA SEBENARNYA UMNO

UMNO ditubuhkan pada tahun 1946 oleh Datok On bin Jaafar, seorang pegawai pentadbir penjajah Inggeris dengan semboyan Hidup Melayu. Ketika UMNO ditubuhkan, gelombang perjuangan rakyat untuk kemerdekaan sedang menggelora. Gelombang perjuangan ini dipelopori oleh gerakan kiri berbagai aliran berbagai kaum Malaya.

Kemunculan UMNO pada saat gerakan kemerdekaan rakyat sedang bermekaran itu tak lebih hanyalah sebagai penyokong kerajaan penjajah British yang sedang dilanda kebangkitan rakyat. Kerana masalah prinsip inilah PKMM yang pada awalnya tergabung dalam UMNO telah menarik diri dan membentuk fron persatuan Putera – Amcja. Dan kerana jasa besar UMNO kepada penjajah, ia tidak diharamkan dalam Undang-Undang Darurat 1948.

Itulah sejarah awal UMNO yang kononnya dikatakan “pejuang kemerdekaan”.

Kemerdekaan itu telah diterajui oleh Tunku Abdul Rahman, Presiden UMNO yang menjadi Ketua Menteri Kerajaan Persekutuan Tanah Melayu. Setelah menjadi Perdana Menteri Malaya, Tunku telah mewarisi jubah penjajah British, mengkhianati rakyat berbagai kaum. Di satu segi ia meneruskan perang warisan penjajah terhadap PKM. Di segi lain, Tunku telah membentuk kelas kapitalis birokrat melakukan perompakan ke atas ekonomi negara dengan mengabaikan kebajikan rakyat. Tanah Simpanan Melayu yang telah dimaktubkan dalam perlembagaan telah dirampas dan dibahagikan kepada perbadanan modal birokrat.


Oleh kerana itu, kemerdekaan tahun 1957 tidak sempurna, hasil kemerdekaan tidak dapat dinikmati oleh majoriti rakyat semua lapisan, semua kaum negara kita. Dr. Burhanuddin pernah menyifatkan kemerdekaan itu sebagai "kemerdekaan setengah masak".



Di bawah keadaan tersebut perjuangan bersenjata TPNM tetap diteruskan. Di satu segi ia bertujuan untuk menuntut Kerajaan Malaysia mengadakan perundingan bagi menamatkan peperangan secara adil dan munasabah, di segi lain demi membela kepentingan rakyat berbagai lapisan semua kaum.


Walaupun perjuangan bersenjata pernah mengalami kemunduran serius pada akhir tahun-tahun 1950-an, akan tetapi ia diaktifkan semula mulai tahun 1962. Pasukan-pasukan TPNM yang bergerak di kawasan sempadan telah disusun semula dan diperkembangkan. Sejak tahun 1968, pasukan-pasukan penggempur telah dihantar bergerak ke tanah air. Api perjuangan bersenjata mulai merebak berkobar-kobar di kawasan luas di 5 buah negeri, iaitu Kelantan, Perak, Kedah, Selangor dan di Pulau Pinang.


Di dalam negeri, UMNO yang sebagai wakil kelas atasan Melayu atau wakil kelas kapitalis birokrat dan komprador Melayu melaksanakan dasar ekonomi kapitalis yang menyebabkan jurang antara yang kaya dan yang miskin semakin melebar. Tanah Simpanan Melayu dicipta oleh penjajah British pada tahun 1913 untuk meredakan kemarahan orang Melayu terhadapnya yang merompak tanah subur yang luas di Malaya telah dibolot oleh kaum kapitalis birokrat Melayu melalui perbadanan-perbadanan birokrat. Dengan itu lahirlah kelas kapitalis birokrat Melayu yang bersekongkol dengan kaum kapitalis besar Tionghua dan India mengaut kekayaan negara.


Pada tahun 1947, BTM telah didirikan untuk memimpin perjuangan kaum tani dan perjuangan untuk kemerdekaan tanah air. Selepas merdeka, gerakan itu berkembang dalam bentuk bebas meneroka seperti tercermin dalam gerakan tani di bawah pimpinan Saudara Hamid Tuah.


Orang Melayu yang asalnya sebagai petani telah berubah menjadi buruh di perusahaan-perusahaan modal birokrat atau di rancangan-rancangan tanah birokrat. Kaum kapitalis birokrat yang diwakili UMNO seperti Lembaga Kemajuan Tanah Melayu membolot 385,000 ekar, Syarikat Jengka 3 Segi menguasai ratusan ribu ekar di Pahang, Syarikat Permodalan dan Perusahaan Perak dan beberapa perusahaan lagi membolot 270,000 ekar tanah di Perak. Selain itu masih banyak lagi modal-modal birokrat yang menguasai tanah simpanan Melayu di seluruh negara. Ini telah mengubah keadaan ekonomi orang Melayu dari mengerjakan ekonomi tradisional kepada buruh di rancangan modal birokrat. Barisan tani sebenarnya telah berubah menjadi kesatuan buruh.


“Sehingga tahun 1970an, kaum kapitalis monopoli British merupakan tuan tanah yang terbesar dengan memiliki tanah yang paling luas dan subur di negara kita. Selain itu, muncul juga tuan-tuan tanah tempatan. Pada tahun 1920-an rumah-rumah agensi British yang terlibat dalam perusahaan getah telah menguasai 1 ½ juta ekar tanah, tidak termasuk tanah-tanah yang mereka telah rampas tetapi belum lagi dibuka. Penguasaan mereka ke atas tanah membolehkan mereka menempati kedudukan yang terpenting dalam ekonomi negara kita. Mengikut perangkaan yang tidak lengkap, pada tahun 1953 mereka telah memiliki 70 peratus dari semua estet di Malaya. Kedudukan British ke atas tanah tetap unggul sekalipun selepas kemerdekaan. Pada tahun 1961 kapital monopoli asing dari Eropah khasnya British menguasai 65 peratus estet getah, dan 9 tahun kemudian (tahun 1970) meningkat semula kepada 76 peratus. Mengikut sumber Zon dan Leight Hunt, pada tahun 1960 syarikat-syarikat monopoli asing memiliki 1,685,850 ekar. Dari jumlah ini, 1,351,200 ekar dikuasai oleh British.”


“Sekarang di bawah Dasar Ekonomi Baru yang mengembangkan modal birokrat dan modal komprador dalam berbagai bidang termasuk sektor perladangan, kita dapati lembaga-lembaga birokrat (yakni badan-badan berkanun) dan lain-lain modal tempatan dengan pesat menjadi tuan punya ladang yang terbesar di negara kita. Satu langkah penting ke arah ini ialah pengambil alihan Kumpulan Sime Darby (milik modal monopoli British) yang menguasai ladang-ladang oleh perbadanan modal birokrat serta pemindahan pendaftaran kumpulan itu ke Kuala Lumpur dari London pada tahun 1968. Pada tahun 1981 modal birokrat dan modal komprador tersebut mengambil alih pula ladang-ladang Guthrie dan Dunlop Estates - keluasan kedua-duanya berjumlah 250,000 ekar lebih. Ini disusuli dengan pengambil alihan Syarikat Harrison Estate (Malaysia) Berhad yang memiliki ladang seluas 180,000 ekar pada tahun 1982.”


Untuk membangun sebuah negara yang benar-benar merdeka dan adil baik segi politik, ekonomi, kebudayaan, bangsa dan agama, rakyat semua kaum haruslah bersatu padu membentuk front persatuan nasional yang luas serta melancarkan perjuangan melawan penguasaan kapitalis birokrat yang diwakili UMNO dan membangun kemerdekaan mengikut corak nasional yang mengutamakan kepentingan majoriti rakyat semua kaum. Prinsip yang dipegang PKMM iaitu menggembleng tenaga nasionalis, sosialis dan agama serta prinsip-prinsip yang digariskan oleh front Persatuan PUTERA-AMCJA tetap menjadi contoh utama perjuangan rakyat negara kita hari ini.

RASUAH LAGI-----MALAYSIA TERHEBAT & NO 1 DI DUNIA!!!!!!!!

Peningkatan kos RM1.43 bilion Projek Landasan Berkembar, Ketua Hakim Negara terlibat
Projek Landasan Berkembar Elektrik Antara Rawang Dan Ipoh yang mengalami peningkatan kos pembinaan sebanyak RM1.43 bilion, seperti yang didedahkan dalam Laporan Ketua Audit Negara 2009, bakal disiasat Jawatankuasa Kira-kira Awam (PAC) pada minggu depan. Apa yang mengejutkan, salah seorang watak utama dalam projek ini ialah Ketua Hakim Negara, Zaki Azmi.

Pengerusi PAC, Azmi Khalid memaklumkan kepada media pada 29 Oktober, bahawa Ketua Pengarah Audit Negara telah memberi penjelasan ringkas mengenai laporan audit tersebut. PAC akan bermesyuarat pada minggu depan, dan menyiasat kes mengikut keutamaan.

Menurut Azmi Khalid, kes terbesar ialah Projek Landasan Berkembar Elektrik Antara Rawang Dan Ipoh yang mengalami peningkatan kos sebanyak RM1.43 bilion. Sebagaimana yang diketahui, PAC bakal memanggil kementerian (Pengangkutan) dan semua kontraktor yang terlibat dalam projek tersebut untuk disoal siasat.

Sekali imbas, peningkatan kos projek kerajaan adalah sesuatu yang lumrah menurut Laporan Ketua Audit Negara. Fokus sememangnya ditumpukan kepada penyelewengan dan angka peningkatan kos/kerugian. Tetapi, apa yang lebih penting, siapa yang terlibat dalam projek tersebut?

Dalam skandal sedemikian, tidak kurang ahli politik dan pegawai awam kanan yang terlibat, dengan menggunakan status diri yang istimewa, dan kelebihan hubungan berkepentingan untuk memanipulasi maklumat dan sumber, lantas mengaut keuntungan diri tanpa disedari rakyat. Mereka yang seharusnya “memimpin melalui teladan” ini, sebaliknya menyabit kesalahan walaupun bertauliah, lebih menjejaskan negara berbanding dengan kerugian dari segi kewangan.

Antara watak utama dalam Projek Landasan Berkembar Elektrik Antara Rawang Dan Ipoh ini ialah Ketua Hakim Negara, Zaki Azmi yang memegang tampuk kuasa kehakiman. Zaki Azmi dikaitkan dalam projek ini kerana salah satu kontraktor yang terlibat dalam projek ini ialah Emrail Sdn Bhd. Zaki Azmi ialah pemegang saham terbesar dengan 58% dalam syarikat ini, malah menyandang jawatan Pengerusi, ketika projek ini dalam proses pembinaan.

Projek bernilai RM4.3 bilion

Menurut perkiraan asal Projek Landasan Berkembar Elektrik Antara Rawang Dan Ipoh, nilai projek ini berjumlah RM4.34 bilion, terbahagi kepada Pakej Infrastruktur dan Pakej Sistem, dipertanggungjawabkan kepada dua kontraktor yang berlainan.

Antaranya, DRB-Hicom Berhad memperolehi Pakej Infrastruktur. Mengikut rancangan asal, projek ini bermula pada Julai 2000, dan perlu berakhir pada Jun 2003. Selain itu, Pakej Sistem diberikan kepada Mitsui-MTS, tempoh yang diberikan ialah antara Januari 2001 hingga Oktober 2004.

Di bawah Pakej Infrastruktur yang dikendalikan DRB-Hicom Berhad, terdapat empat sub-kontraktor. Antaranya, Emrail Sdn Bhd mendapat kontrak projek Lay Track. Maklumat menunjukkan bahawa Emrail Sdn Bhd telah mendapat kontrak yang jumlahnya bernilai RM700 juta (nilai pada tahun 2007) dalam projek Landasan Berkembar Elektrik ini.

Tiga sub-kontraktor yang lain ialah Perspec Prime (M) Sdn Bhd (kejuruteraan awam), UEM Bhd (pembinaan jambatan) dan IJM Bhd (pembinaan bangunan).

Namun, menurut Laporan Ketua Audit Negara 2009, kelewatan projek disiapkan, peralatan dibeli melebihi keperluan, perolehan tren tidak diselaraskan dengan pembangunan infrastruktur dan lain-lain masalah, telah mengakibatkan projek ini berakhir dengan menelan RM5.77 bilion, dengan peningkatan kos sejumlah RM1.43 bilion.

Menurut kontrak asal, projek ini perlu disiapkan dalam tempoh 35 bulan, iaitu antara Julai 2000 hingga Jun 2003. Kemudiannya, untuk menyelaraskan had tempoh antara DRB-Hicom Berhad dengan Mitsui-MTS, DRB-Hicom Berhad telah mendapat lebihan 177 hari, iaitu dari 16 Jun hingga 10 Disember 2003.

Emrail paling lewat siapkan projek

Namun demikian, Laporan Ketua Audit Negara 2009 menunjukkan Pakej Infrastruktur yang dipertanggungjawabkan kepada DRB-Hicom Berhad hanya menyiapkan 76.8% daripada projek tersebut, pada hari terakhir had tempoh, iaitu 10 Disember 2003. Laporan syarikat perunding yang dilantik Kementerian Pengangkutan, KS-Opus menunjukkan masalah penangguhan dalam projek Pakej Infrastruktur semakin serius antara November 2002 hingga Oktober 2003.

Antaranya, Emrail Sdn Bhd hanya menyiapkan 56.9% daripada projeknya pada 10 Disember 2003, merupakan syarikat yang paling serius dalam masalah lewat siap. Tiga kontraktor yang lain masing-masing mencatat antara 71.4% hingga 76.7% daripada projek. Sebagaimana yang diketahui, Kementerian Pengangkutan telah menamatkan kontrak DRB-Hicom Berhad pada 5 Ogos 2005, setelah diluluskan Kementerian Kewangan.

Menurut Laporan Ketua Audit Negara, penyelewengan di atas bukan sahaja mengakibatkan kelewatan projek ini disiapkan, malah kemudahan infrastruktur gagal digunakan sepenuhnya kerana tidak dapat diselaraskan. Dari segi kos, sehingga 10 Disember 2008, kerajaan perlu membayar RM5.77 bilion untuk projek ini, RM1.43 bilion lebih tinggi dari kos asal.

所以人要慎言慎語三思在三思阿

在佛教界裡修口業是很重要的,對大家也一樣重要所以對人要

不妄語-不能夠講假的話

不兩舌-不對東家講是 , 西家講非,不講是非

不惡口-也就是不講出粗話 , 不講罵人的話

不綺語-這個綺字就是不講不相干的話,綺語是屬於不相干的話

另外,帶有色彩的這一種話,這是比較無聊的話,帶有色彩的話就是綺語

那如何能夠修口業呢?不是完全都是封口.禁口

而是要講真話,講真實語,講問候的話,問後別人.關懷別人的話

講一些有義意的話,這個是需要的,讓我們一起加油吧

申请召开特大以举行重选


马华党争峰回路转,再掀战事!翁诗杰所推出的大团结方案,未能平息党争。原本要求翁氏辞职,以及交由中委会推举接班人的廖派中委,在备受大团结方案冷落后,一改拒绝解散中委会重选的立场,毅然决定申请召开特大定夺重选,试图破除“翁蔡共治”的新权力架构,以杀出重围。

隶属马华署理总会长廖中莱阵营的马华中委王乃志与黄日升,今日临时召开记者会宣布,他们已经收集到三分一中委的签名,要求召开特大,以寻求通过解散中委会,举行重选的议案。

王乃至表示,他是在今午4点50分,向马华总部提呈拥有16名的中委签名,要求召开特大的信函。而总秘书王茀明必须在5天之内,发出特大通知书。

廖派特大只有两项议案

他说,这项特大的提案只有两项,即:

(一)要求中委会重选。一旦特大通过重选的议案,中委会就必须在30天内重选;

(二)任何2009年10月10日以后,总会长行使其权力的委任或终止职位,被当作无效。

16名联署要求召开特大的中委分别是:姚再添、曹智雄、何国忠、蔡金星、颜丰守、李伟杰、王乃志、魏家祥、尤绰韬、周美芬、姚伟豪、黄日升、黄祥辉、廖润强、陈国煌及何启文。

3名要求召开特大召集人则是王乃志、黄日升和廖润强。

筹三分二签名直接解散

王乃志也表示,他们将会继续收集更多中委的签名,以便筹集三份二(21名)票选中委的联署签名,直接解散现有中委会,免却召开特大的程序。

他希望,若真能收集到三份二中委的签名,能够直接在特大或年度代表大会当天,举行重选。

扣除了被除党职的蔡细历后,马华中委会成员共有42名成员,其中票选成员共有31人,即25名票选中委及总会长、署理总会长和4名副总会长。

根据马华党章第30条款,特大可以在由总会长指示下,或由三分一中委抑或三分一中央代表的要求下召开。此外,根据第41条款,若超过三分之二中委呈辞,也必须召开特大。

没依政治问责文化行事

王乃志在黄日升陪同下在记者会上表示,马华在10月10日特大之后,党领袖没有根据政治问责文化行事,与其让党纷争继续,大部分中委认为党应该在年度代表大会召开之前,收集签名再召开另一次特大。

询及在本月15日召开的中委会会议之前,中委不同意重选中委会的问题,王乃志强调,当时大家所讨论的是职位交替的课题。但之后却出现大团结方案,以致马华面对的问题已不再是党职交替问题,而是马华本身的党威信和党格的问题。

“因此,只有重选中委会才是唯一能再重振党秩序的方法。”

5天后自行决定特大日期

他重申,如果马华总秘书在收到签名之后5天内没有发出召开特大通知书,他及廖润强、黄日升将自行决定召开特大的日期。

询及是否通知蔡派要求召开特大的举动,王乃志表示目前还未通知,只是释放召开特大的消息。

至于署理总会长廖中莱的立场,王乃志透露,廖中莱认为只要特大可以恢复党的威信,也可以解决党目前的纷争,他支持召开特大。

针对副总会长江作汉(左图)没有在联署名单内,王乃志表示,不是所有中委都可以随传随到,因此,他们在凑得足够人数后就即刻向党总部提呈签名。

询及蔡细历是否有资格重选中委,王乃志表示,只要是党员就有资格被选。

不担心被标签为“小集团”

问到会否担心被外间指为又一个“小集团”,王乃志自称不担心,因为最重要的是拿到联署的中委数目,以进行重选。

王乃志表示,所有联署的中委都有共同的意愿,即通过重选方式,再次寻求党内的民意委托。

翁诗杰:让我看了再说!

马华总会长翁诗杰今午在国会大厦出席一项部长级的会议后,并未针对廖派中委集获签名要求重选一事,发表任何评论。

他离开国会大厦时,一路上不发一言,只有待记者提到最新的发展时,才稍微放慢脚步。

当记者转述了廖派中委的记者会内容后,翁诗杰只是说了一句:“让我看了再说!”

令人关注的是,翁诗杰稍早前抵达国会大厦时笑容灿烂,但离开时却脸色略带凝重。

“To those who walk in the corridors of power, I wish to inform you that I know you are beating up my son in the Sungai Buloh Prison. Every day he is being subjected to beatings to force him to withdraw his not guilty plea and to plead guilty to the various charges he is facing.

“I also know he is being subjected to these daily beatings to force him to withdraw his not guilty plea and instead plead guilty because there is no evidence against him and the charges are merely trumped-up charges.

“Furthermore, I know he is being threatened with six additional charges to the ones he is already facing and he is being beaten up to force him to plead guilty to these charges as well.

“My son has informed me he can no longer stand these daily beatings and he wants to plead guilty to the charges. I have advised him to do so although we both realise that this means he will be spending at least ten years or so in jail.

“My son is aware he is being subjected to this torture to induce me to surface and he is prepared to plead guilty and spend ten years in jail if that means it will save me from the powers-that-be.

“Today, Barisan Nasional is in power so it has the power of life and death over its citizens. Well, who knows, one day Barisan Nasional might be kicked out and Malaysia will see a new government.

“Those behind the effort of torturing my son with these daily beatings had better hope that Barisan Nasional stays on as the government for a long, long time to come. If not, and if Barisan Nasional falls, then rest assured it will be retribution time and all those people who are using my son to get to me will be made to pay for it.

“And, please, this is not a threat. This is a promise. And that is all I wish to say about the matter.”

Parliament and the nation are entitled to a full and satisfactory response to RPK’s blog.

Twenty-two years ago, the then PM Dr Mahathir Mohamad committed a heinous crime by ordering the detention of 106 concerned Malaysians
for his self-preservation.

He was under extreme political pressure and his response to this challenge was to be high-handed and undemocratic.

He resorted to the use of the infamous ISA to smack down the dissidents, social activists and opposition figures.

He was then conveniently rolled into three-in-one: prime minister, home minister and justice minister.

As prime minister, he was all powerful to do whatever he wanted to; as home minister he resorted to the use of the ISA and signed the detention papers to put away 106 Malaysians without charging them in an open court of law where they could have exercised their legitimate right to defend themselves; as justice minister, he
shamefully denied them their natural justice.

This is why October 27 will be a day of shame for this nation and
Mahathir will be forever part of that shame.

He was the one who perpetrated this unjust act that took away the freedom of Malaysians without a just cause.

Though we justly despised colonial rule, we had no qualms in retaining a colonial law that had imposed and inflicted untold misery on numerous citizens of this country.

We gained independence but we retained the undemocratic colonial instruments of oppression that imprisoned the citizens and denied them their inalienable right to freedom.

As long as this nefarious law remains in our statute books, the struggle to abolish this law will continue unabated. We know that only with struggle, change will come. Until we achieve that change we crave for, the struggle will continue.

This is our pledge to the nation.

LETTER TO THE EDITOR/MEDIA STATEMENT

The Chaotic Perak State Assembly

Law and order has completely broken down in the Perak State Assembly.
What we are witnessing today is a farce that has brought down the
dignity of the State Assembly.

This may be the first occasion in the entire history of parliamentary
democracy when two separate Assemblies have met under one roof
simultaneously presided over by two Speakers, with two different agendas
tabled and debated.

This circus will be the order of the day when parliamentary procedures
and principles are ignored frustrating the will of the people by
underhand tactics with the assistance of corrupt politicians. Anarchy
reigns supreme in the Perak State Assembly today.

This is what is to be expected when the majority mandate of Perakians
are nullified by three unscrupulous political "frogs" who betrayed their
mandate by switching party and making a mockery of Parliamentary democracy.

For this chaotic situation in the Perak State Assembly, the Barisan
Nasional must be held accountable. It is they who masterminded the
toppling of the Perak Pakatan State Government. It was our Prime
Minister who engineered the fall of a duly elected government of the
people. For all his talk of democracy and 1Malaysia, he has miserably
failed to unite the people or persuade them to share his vision for the
nation.

This is not the government the people wanted or elected or supported.
This is the government thrust upon them by foul means. They don’t feel
themselves as part of this undemocratically foisted government.

Even at this stage, it is never too late to right the grievous wrong to
put matters right. The only solution is to dissolve the Perak State
Assembly to seek a fresh mandate of the people. If the BN is very
confident and is convinced that Perakians are solidly behind the BN,
this is the time to put that belief to the test.

Crude palm oil down for 3rd day on selling pressure

Crude palm oil futures on Malaysia’s derivatives exchange fell for the third day Wednesday, tumbling as much as 1.3% on selling pressure amid weakness across commodity markets, including soyoil and crude, said trade participants.

The benchmark January contract on the Bursa Malaysia Derivatives ended down MYR18 at MYR2,152 a metric ton, after moving in MYR2,140-MYR2,186/ton range.

Palm oil prices started the day higher but slipped into negative territory at midmorning as a rebound in the dollar halted a rally in commodity markets, including palm oil, trade participants said.

Prices eased further in afternoon trade as investors continued to liquidate positions to take profit.

Response to Maxis Bhd’s share sale, Malaysia’s largest initial public offering (IPO), is said to be tepid thus far, with asking prices said to be near the lower end of the RM4.80 and RM5.50 price range that book-runners are indicating, with one or two are at RM5.20, but very few are willing to pay that much.

LTH had publicly declared his fund would not pay more than RM5.20 apiece for Maxis shares. The fund manager is picking up Maxis shares “for benchmarking purposes”.

The final retail and institutional price for the Maxis shares are to be fixed by Nov 10 2009, after the conclusion of the book-building exercise on Nov 9 2009.

Shares of the country’s leading mobile operator are set to debut again on the Main Market in a little over three weeks on Nov 19 2009.

Some 91% of the shares are slated for institutions, while 150 million shares or 6.7% of the total offered shares are for the general public. Retailers are expected to get about 5% to 10% discount on the institutional price.

As Maxis’s bookbuilding for the institutional portion of its IPO kicks off, PNB is said to be taking up 20% of the 862 million shares set aside for bumiputera institutional funds. The rest of the shares are expected to go to familiar names such as LTH and KWSP, in particular, is said to be fond of telecommunications stocks.

Sources say EPF is also eyeing a portion but a smaller one than PNB’s.

At the moment, all the funds are going in at RM4.80, which is the strike price for the cornerstone funds. Thus, other mutual funds will be expected to pay higher than that. This represents the lower end of the range that had been reported where the price was expected to fall between Rm4.80 – RM5.50.


Also in the mix, it is leant, are foreign funds such Franklin Templeton Asset Management, which is expected to pay slightll more than Rm5 per share with the intention of taking up between 1% and 2% of the allotted institutional shares.


The common is that Maxis looks expensive even at RM4.80. This is based on the fact that it is only the Malaysian operation that is being listed and that competition in the local telecommunications sector is tough.

However, there is no shortage of suitors, with around two third of the institutional shares taken up even before the book opened on 23rd Oct 2009. This is because even though it is expensive at RM4.80, the price is acceptable compared to earlier suggested RM6.00.


At an indicative price of rm4.80 to RM5.50 the valuation seems more palatable. Even so, at RM4.80, the institutional portion of the shares – equivalent to 27.67% of maxis’ paid up capital – is worth a cool RM9.94 billion. Assuming the average price placed out to institutional investors while the retail offering stands at 174.8 million shares.



The lure of the lower price aside, the institutional funds know that it would be foolhardy to not include Maxis in their list of investments. The scarcity of shares in which MAXIS Communications Bhd will still hold 70% of the company post listing, ensures intense bidding among institutions.


So, in its current (Oct 2009) position, how much is MAXIS worth to an investor? You can price MAXIS as either a growth stock or a dividend stock.


If it were priced as growth stock, in terms of PER, investors would compare it to what is currently (Oct 2009) listed on the local bourse. Take DIGI, which is currently priced at about 15 times PER. At 15 times PER, Maxis is worth about RM4.50.

If MAXIS is priced as dividend stock, it is worth about RM4.00. This is because DIGI has about 6% dividend yield and a payout ratio of almost 90%. Based on that, if MAXIS gives a dividend of 27 sen based on a 90% payout ratio, the stock will have a yield of 6.8% and therefore, will be worth about RM4.00.


These theories are based on local terms because DIGI is a pure Malaysian player as well.

But if u priced the stock on regional terms, where the average PER is close to 10 to 11 times, the price would be close to RM3.30. These are other companies in the region that give a higher dividend yield of, say 10%.

Saudi Telecom Co (STC) has a 25% stake in Binariang GSM Sdn Bhd, the parent company of Maxis.

Two years ago (2007), MAXIS was taken private in a RM39 billion exercise.

By relisting MAXIS, Ananda gains big time on three counts …

· He is relisting only his Malaysian teleco assets whereas the MAXIS he took private in 2007 included international assets.

· Through a series of deft pre-IPO restructuring, Binariang, which he controls privately, will raise billions in cash that will enable him to retire virtually all the debt he and Binariang had taken to privatize MAXIS if he chose to. In short, Binariang will be able to pay the bulk of its debts and still end up controlling 70% of the relisted MAXIS

· Ananda will score brownie points with Najib, who is also finance minister and who wants to put Bursa back on the radar screen of international fund managers the way Malaysia was in the 1990s. To achieve this, Bursa needs more profitable big companies.


At the same time, Binariang need to restructure its debts. Binariang has three denominated debts of RM21 billion and US dollar denominated debt paper of US$900 million. Sources say Binariang needed to shore up its balance sheet to continue to enjoy a debt rating of AA (2) and A (3) respectively for the ringgit and US dollar debts.


The say Binariang needed to inject more money into its Indian telco Aircel Cellular Ltd, but it would have been difficult for it to borrow unless it restructured its existing debt. They also say the global financial crisis meant bank borrowings had become more difficult and expensive.



It was a combination of the financial crisis, which made the US dollar borrowing expensive, and Maxis’ Indian operations requiring capital to expand market share that led to the restructuring of Maxis and listing of its Malaysian arm.

The Indian operation is key to Ananda’s realizing his dream to have a cellular mobile empire with strong presence across Asia .



When Maxis was taken private in 2007, it was primarily because the listed company would incur massive debt due to its operations in India and Indonesia , something that would damp its share price performance. Moreover, the cash being paid as dividends could be used to fund expansion.


Binariang later sold a 51% interest in its Indonesian arm PT Natrindo Telepon Seluler to STC, leaving it and Maxis with Aircel as its major overseas investment.


To compete aggressively, Aircel needs more capital, an asset not all shareholders of Binariang may be comfortable with.



The biggest shareholder of Binariang is Ananda, with a37% stake, followed by Harapan Nusantara Sdn Bhd, with 30%. STC holds 25% equity stake while Shield Estate NV, a vehicle linked to Ananda has 8%.

Aircel’s capital expansion programme over the next four years (2010-2013) is about RM16.4 billion and this is expected to be primarily financed via additional equity and/or debt.



In line with Aircel’s funding needs, the group (Binariang) debt load is expected to balloon to around RM25 billion in 2010 (from RM21 billion as at Dec 2008).


It was the rating rationale that gave the market the first indication of the need for Binariang to undergo a restructuring to give Aircel additional funds to accelerate expansion.



The restructuring and relisting of Maxis are being done in a manner that will solve Binariang’s balance sheet and funding woes and give the company the flexibility to expand in India and other countries without burdening shareholders.

MCB will list its Malaysian arm Maxis Bhd by divesting 30% or 2.25 billion shares to investors. MCB is wholly owned by Binariang.


Assuming the sale is done at Rm5 per share, the divestment will net MCB some RM11.3 billion and value the Malaysian assets at RM37.7 billion. This compares with the RM39 billion valuation of Maxis that included its entire Malaysian and overseas assets when it was taken private.



Also, prior to the relisting, MCB is undergoing a restructuring that will see Maxis acquiring assets from the parent (MCB) for close to Rm4 billion and also receiving a dividend payment amounting to RM4.03 billion.


As a result of the pre-listing restructuring, Maxis will owe MCB RM4.99 billion. Maxis will seek Rm5 billion long term external debt to repay the debt.



Apart from that, four subsidiaries of MCB have declared dividends to MCB to the tune of RM4.03 billion before the upcoming listing .Of this amount, some RM2.84billion was paid in cash. The remaining RM1.18 billion will be settled by Maxis from the Rm5 billion borrowing. The dividends were declared by utilizing the retained earnings of four subsidiaries, which will come under the Malaysian arm Maxis after the listing.


Apart from dividends from the four subsidiaries, Binariang also received dividends to the tune of RM290 million in respect of redeemable convertible preference shares in Maxis Broadband.



In a nutshell, even prior to the listing, MCB (which is 100% owned by Binariang) will receive Rm7.84 billion in dividends and divestment of assets arising from the prelisting restructuring. Together with the RM290 million that Binariang received for its preference shares, the total sum MCB will ;ay the holding company is more than RM8 billion.



Add the post IPO proceeds of some RM11.3 billion (assuming the sale of 30% of Maxis is done at RM5 per share) to the Rm8 billion and the total proceeds that Binariang will get are more than a whopping RM19 billion. That is not too far off the cost incurred by Ananda and Binariang when they took Maxis private.



Then, Binariang had piled on ringgit debt papers of RM21 billion that were used to buy out old Maxis’ minority shareholders.



What is the upside for Ananda and Binariang after Maxis Bhd is relisted?


When Maxis was take private, it had both the international and local businesses. Now (Sept 2009), only the local arm is being relisted and the proceeds received will almost cover the debt incurred in taking Maxis private, if the shares are sold at Rm5 and above.



Effectively, if the shares are sold at Rm5, this will value the Malaysian operations at Rm37.7 billion. When Maxis was privatized at RM15.60 per share, the company’s market capitalization stood at Rm39 billion.



Also, after taking Maxis private, STC invested a total of US$3.1 billion to take a 51% stake in Maxis Indonesian operations and a 25% stake in Binariang. This was done via an issue of new shares, which meant the money went to Binariang’s coffers, hence reducing its cost of taking the old Maxis private by some RM10 billion.


The funds from STC are said to have been channeled into Binariang‘s overseas operations. Also, STC, together with Binariang, jointly underwrote a US$900 million loan for the Indian expansion.



If Ananda can raise enough funds from the relisting to pay off the ringgit papers raised to fund the fund the privatization of Maxis, he will free Binariang from a substantial amount of debt and still end up owning 70% of a listed Maxis and 100% of MCB’s overseas arm.



But the question is, will Maxis be able to lost a Rm5 a share or more?



So far, based on reports, the valuations given to Maxis range from Rm4 to Rm6, depending on the kind of valuation method.



If based on EV/Ebitda, a RM5 tag is too high as it would translate to more than nine times EV/Edita. On the other had, if Maxis is positioned as a dividend play, it can fetch a higher price of about rm5 a share. But then if investor is looking at dividend play, there are other options such as DIGI and Axiata.



A New Versus Old Maxis

When Maxis or old Maxis debuted on the Main Board in July 2002 with just over three million subscribers, Malaysia mobile penetration rate was under 40%. By the time it was privatized five years ago in July 2007, Malaysia ’s mobile penetration rate had gone just above 90% and its subscriber base had more than tripled.


Between 2006 and 2008, Maxis’ revenue grew 21.5% to Rm8.45 billion in FY2008 from RM6.96 billion in FY2006 even as its mobile subscriber base expanded around 18% a year in Dec 2008 from Dec 2006. Mobile revenue, which made up over 90% of Maxis group revenue, grew 20.4% to RM7.9 billion in 2008 from Rm6.5 billion in 2006.


Today (2009), Malaysia ’s mobile penetration rate is already above 100% alongside regional countries. Mobile operators are now (2009) looking to services such as mobile broadband as well as value added 3G data services to grow or maintain average revenue per user numbers.



The battle for price sensitive prepaid users has also become cutthroat, with at least four active mobile virtual network operators selling rebranding mobile services rising Celcom Bhd’s network.


And it is in this scenario of a highly competitive near saturated market than Maxis Bhd or the new Maxis is seeking to list on the Main Board without its sister companies in India and Indonesia that are still in the red due to start up losses.



Given tougher market conditions, the question is. What kind of growth can Maxis deliver in the current environment?

From the growth that Maxis has delivered over the past two years under the new group CEO, the need to perform remains imperative. Maxis os after all still under AK company.


In Malaysia , Maxis is still the leading mobile operator, with its 11.25 million subscriber base, commanding 40% of the market ahead of Celcom’s 34%, Digi’s 25% and U Mobile’s 0.7%. Maxis’s revenue market share also remains the largest.



However, due to competitive pressures, Maxis’ Ebita margin fell for the six months ended June 2009. Celcom’ slide however was relatively smaller.



There are also Maxis dominance coming under threat.


Its postpaid revenue market share has slipped below the 50% mark. It is also no longer the leader in terms of prepaid ARPU. Maxis was the only one of the big time operators to lose prepaid subscriber market share in 1H2009.


Celcom has made known its intention to unseat Maxis as market leader by 2011.

In terms of mobile broadband users, Celcom has been more successful in growing its subscriber base.



Nonetheless, the fact remains that competition is getting tougher and margins are being eroded. Without the potential growth factor from markets abroad, Maxis’ valuations would likely be closely tied to its ability to generate cash and pay dividends.

At the indicative IPO price of for institutional investors is RM5.50 apiece and retail price of Rm4.95) to be fair as it would imply an equity valuation of RM37.1 billion or 16.3 times annualized 1HFY2009 earnings and nine times EV/Ebita.



The valuation is on par with the prospective PER of 14 to 16 times at which domestic and regional mobile companies are trading..


Be that as it may, the absence of the potential growth factor from markets abroad and heightening competition in a near saturated market at home mean it would be tough for the new Maxis to outshine the old Maxis.

The players fined are YTL e-Solutions (RM1.9mil), AsiaSpace (RM1.7mil) and REDtone International (RM200,000) for failure to meet the 25%........

Three of the four WiMAX licensees have been slapped with fines for not rolling out their networks on time, industry sources said.



The Malaysian Communications and Multimedia Commission (MCMC) is said to have issued letters on the fines to the WiMAX operators more than a week ago.

The players fined are YTL e-Solutions (RM1.9mil), AsiaSpace (RM1.7mil) and REDtone International (RM200,000) for failure to meet the 25% population coverage by the end of March.



The quantum correlates to the level of coverage achieved as at the deadline. However, all three players are appealing against their fines.

反贪污委员会在赵明福死因审讯再次遭遇挫败。上诉庭今天驳回反贪会针对高庭同意验尸庭接受“神秘证人”西华尼申(T Sivanesan)证词的上诉。

西华尼申去年向警方投报,遭受反贪会官员施加“七大酷刑”的报案书。而这份报案书在9月9日被验尸庭推事阿兹米尔,接纳为呈堂证据。

西华尼申当时也在验尸庭上供证,公开叙述他在去年9月4日至9日,被扣留在雪州反贪会沙亚南商业广场14楼办公室期间,遭到反贪会官员拳打脚踢,以及手持藤条和报纸包着的铁棒,殴打其手脚、屁股和私处的痛苦经历。

证人指反贪会施“七大酷刑”

面对这样的不利指控,反贪会在9日当天即以证人与赵明福死因毫无关联,以及可能会影响他们的调查为由,而入禀八打灵再也高庭提出司法审核。

不过,高庭翌日(10日)驳回这项审核申请,裁决验尸庭推事接纳第20名证人西华尼申的供证,并没有出现任何违法、不正确或不妥之处。随后,反贪会就高庭的判决向上诉庭提出上诉。

主审法官认同两案确有关联

《马新社》报导,负责这次的主审法官是苏里亚丁(Suriyadi Halim Omar),而陪审法官是哈山拉(Hasan La)和阿末马洛(Ahmad Maarop)。

苏里亚丁指出,西华尼申的供词跟赵明福的死因是有关联的,因为他们都涉及同一个组织,即沙亚南反贪会。

“我们发现其中的关联,而且反贪会有可能涉及其中,不管你喜不喜欢,这些事件发生在同一建筑,涉及同一个组织,所以难道其中没有关联吗?”

指须给验尸官一个调查机会

“验尸庭的宗旨就是要找出死者(赵明福)的死因。对验尸官而言,他必须调查死因到底是什么。(我们)必须给他一个机会。”

代表反贪会的副检控官马诺(Manoj Kurup)向法庭表示,西华尼申供词的用意不过是为了抹黑反贪会的形象。

他坚持,西华尼申的遭遇跟赵明福并无关联。

针对苏里亚丁询问验尸官决定过程是否有缺失时,马诺回应说,整个程序都正确,“我们只是挑战其结论”。

苏里亚丁随着表示,验尸庭必须对赵明福的死因采取开放的态度。

“死亡是在你(反贪会)的建筑内发生。对方企图显示反贪会有可能涉及其中。”

如此一来,苏里亚丁在没有要求赵明福家人代表律师哥宾星陈词的情况下,就驳回反贪会的上诉。

今日闹双包的霹雳州议会爆发多起暴力事件,除了民联议长西华古玛被强剥议长袍外,人民公正党新邦波拉州议员曾敏凯也遭警员推倒在地上,而民主行动党班台州议员倪可敏甚至遭一名警员“猴子偷桃”袭击下体。

西华古玛指出,据他们的计算,警方这次共设立了5道关卡,其中两关设在州政府大厦外面,另三关设在大厦内部。

他与所有民联州议员在行动党霹州总部召开记者会说,他是在进入州政府大厦后,踏入议事厅前,才遭到一位名为巴拉的警员夺走议长宋谷(Songkok)。

他续说,本身身穿的议长袍,过后再在混乱中被警员强剥。

最后一道关卡没有媒体在旁

西华古玛指出,由于媒体分成两批在州政府大厦外,以及议事厅内工作,所以一切的混乱情况发生时,都没有媒体在旁。

有鉴于此,他认为,国阵是一早拟订策略,要在没有媒体的镁光灯下,干下强抢议长袍等暴力行为。

倪可敏:警图抢夺数码相机

至于倪可敏则同样控诉,他是在进入议事厅前的最后一道检查关口时,被警员袭击下体。

“当时,我正通过最后一道检查关口,警方要抢夺我的数码相机,但是我拒绝,结果我就遭到袭击。”

他目睹该名袭击者,是一名配戴着“凯鲁”(Khairul)名牌的警员。

他形容,警方的无耻粗暴手段如同“猴子偷桃”。

“我拾回一条命已经算好!”

根据现场记者目击,当事故发生时,倪可敏曾向一名警员大喊“你必须道歉!你碰到我的私部!”

不过,警员并没理会,反而继续猛推倪可敏等民联议员。

今早复会的第二季霹州议会虽然遭到有关当局以空前严密的方式加以掌控,但是却仍然上演“两位议长”及“两个议会”的双包局面。

除了警方严阵以待之外,国阵议长甘尼申也三令五申,禁止议员及媒体记者携带相机、手机进入议会厅,甚至一度设下禁令不准上网及更新部落格。

民联议员控诉遭粗暴殴打

集体步行进入议会厅的民联州议员,却投诉在进入议会厅的过程中,遭到警员多次阻拦及粗暴对待,其中数名州议员更控诉惨遭警员殴打。

原任霹雳州议长西华古玛则指控警员强行抢走了他的议长帽和长袍。

国阵在混乱中通过预算案

虽然如此,民联州议员却趁着国阵议长甘尼申宣布议会休息期间,当着甘尼申的面,在议会厅内自行举行一场“议会中的议会”,导致今日的州议会再次上演“双包”的戏码。

被甘尼申占据了议长座位的西华古玛,不得不坐在本身端洛区州议席的座位上召开州议会。在民联宣布休会之后,国阵却在一片混乱之中通过了明年度的财政预算案。

铁丝路障封锁,庭令侍候

较早前,警方一早已经部署铁丝网及路障封锁了霹州政府大厦,现场驻守的警员超过了百人。霹州议会厅正坐落在霹州政府大厦内。

镇暴队卡车及水炮车则驻守在霹州政府大厦的后门处。警方也在昨日申请庭令禁止在霹州政府大厦50米范围内举行集会。

不准上网禁令抗议后撤销

欲进入议会厅采访的媒体记者,也受到滴水不漏的严密检查。相机、电脑及手机皆列入禁止携带的范围。

更令人惊愕的是,告示牌上竟注明议会厅内禁止上网及更新部落格。不过在经过一番抗议之后,张贴这项禁令的告示牌已经被撤走。

进程表:

中午12.50:赞比里提呈动议,要求无限期展延霹州议会,并获得国阵行政议员哈米达复议,结果获得一致通过。

中午12.45:民联州议员回返行动党总部举行短暂会议,他们将在下午1点半再次举行新闻发布会,然后前往警察局报案。

中午12.37:在记者会结束后,民联州议员一起离开州政府大厦。

中午12.15:民联州议员在州政府大厦图书馆举行新闻发布会后,西华古玛解释,民联的州议会通过了3个动议:

1)在调查霹州瓜拉米棚吊桥断裂意外期间,冻结所有国民服务训练等活动。

2)针对政府总稽查报告赞许民联州政府的出色表现。

3)遴选公正党霹雳州主席奥斯曼阿都拉曼出任上议员。

此外,西华古玛也申诉,他在州政府大厦停车场准备进入大厦之前,遭到大约50名警员粗暴对待,强行夺走其议长袍。

他也出示一块遭到撕破的布碎,“连这么厚的长袍都撕破,试想想他们有多粗暴”。

尼查也帮腔表示,西华古玛的性命受到威胁,并且敦促内政部长希山慕丁为此引咎辞职。

他强调,由于甘尼申是非法州议长,因此整个州议会是不合法的,“他们今日全面埋葬霹雳州的民主。”

早上11.47:在西华古玛宣布休会后,民联州议员离开议会厅,只剩下国阵议员留在议会厅内,并在一片混乱的情况之下通过明年度的财政预算案。

早上11.30:每次甘尼申开声时,都会遭到民联州议员大声讥讽,但是甘尼申仍我行我素,丝毫不给予理会。

除了甘尼申在台上议长席主持州议会,台下的西华古玛也在反对党座位上,进行民联自身的州议会,导致一个议会厅内上演““两位议长”及“两场议会”的局面。

早上11.20:当甘尼申宣布复会时,民联州议员发出许多噪声,并且不停地讥笑甘尼申,导致麦克风被关上。

民联州议员一直讽刺说,“非法的议长请离开”。

甘尼申过后作出反击,促请所有州议员遵守议会厅礼仪,否则他将被迫采取行动。

早上11.05:西华古玛宣布州议会休会。

早上11点:有鉴于霹州瓜拉米棚吊桥断裂意外,尼查提呈动议,要求当局在调查期间冻结所有国民服务训练营和其他户外活动。这项动议获得所有的民联州议员一致通过。

尼查跟着发表演说,回应2008年总稽查司报告,并赞许民联州政府做得很好。

早上10.55:在州政府大厦外,警方把大约80名民联支持者驱逐到黄色警戒线外。虽然支持者们不得不遵守警方的命令,但是他们却不停地揶揄警方。

一些支持者甚至嘲讽说,“一个马来西亚,两个霹雳州,三只青蛙”。

早上10.45:坐在本身端洛区州议席座位上的西华古玛,宣布正式召开民联本身的州议会。他甚至要求在场的州议员为霹州瓜拉米棚吊桥断裂意外进行一分钟默哀,导致一些国阵议员大声揶揄道:“刚才已经做过了”。

但是西华古玛和其他民联州议员却反击说,“那是非法议长做的”。

虽然西华古玛谕令原任州务大臣尼查发表演讲,但是后者的麦克风却不知何故没有被开启。

尽管甘尼申一直都坐在本身的议长席上,但是他却默不作声的观看民联自行召开州议会。

其他国阵议员也完全不理会正在进行当中的“民联州议会”,甚至还走来走去,毫无忌惮地大声说话,似乎当民联议员“透明”。

早上10.35:民联州议长西华古玛入座在野党的座位。

公正党迪遮州议员郑立慷则率先开麦喊话,“非法议长,请离开议会厅”。

不过一直呆坐在议长座上,担心遭到西华古玛“夺位”的国阵议长甘尼申却告诉民联州议员,州议会已经被展延至早上11点半。

不过,民联州议员并不愿多加理会,反而自行入座。

行动党文冬州议员西华苏巴马廉也批评甘尼申是非法的议长,并要求后者离开议长座位,惟其麦克风却被关闭。

而在西华苏巴马廉说到精彩处,民联州议员还不停拍桌打气。当西华苏巴马廉发表长篇大论演说时,甘尼申只是斜坐着,左手摸着下巴静静聆听,但却没有采取任何行动。

早上10.20:在附加供应法令提呈之后,甘尼申宣布休会。民联议员在进入议会厅的检查站前,大声炮轰遭到警员殴打。

只见西华古玛身上仅剩下里层的议长衬衫,但是却被夺走了议长帽及议长袍。

仍未入座的民联议员开始大声奚落国阵议长甘尼申,“哇!非法议长拥有许多保镖。”及“哇!甘尼申应该身穿莎里(奚落他身穿议长袍)会更好。”

早上10.15: 国阵州务大臣赞比里开始提呈预算案,仍然不见民联州议员的踪影。

西华古玛在州议员梁美明的陪伴下,突然走出州政府大厦,这次他身上的议长袍已经被警员夺走了(左图)。

他指控警员在州政府大厦内强行夺走其议长袍,并在混乱过程中殴打了数名民联州议员。

早上10.07:尼查召开记者会指控警员阻止民联州议员进入议会厅。

他告诉媒体,“他们甚至阻止我们进入电梯。”

西华古玛也声称,一位名叫巴拉的警员甚至试图抢夺其宋谷及议长袍,但是却无功而返。 所有的民联议员在记者会后,又拉队进入州政府大厦。

早上10.03:让人惊讶的是,已进入霹州政府大厦范围的民联议员突然戏剧性集体离开州政府大厦。预料他们将召开一场记者会说明。

霹州议会已经正式复会,目前正在进行祈祷仪式。

早上10.05:在议会正式开始之后,甘尼申作出几项宣布,强调所有州议员不准使用录影设备及手机,而议会警卫有权充公违反禁令的议员的设备。

他也解释说,增加议会警卫(记者肉眼目击议会现场内有22人)是为了避免507霹州议会所发生的朝野争夺议长椅子而爆发的武斗事件再次重复(右图)。

霹州议会也为金宝吊桥悲剧进行默哀。

不过仍然不见民联州议员步入议会厅的踪影。

早上9.50:所有的民联议员包括民联大臣尼查、西华古玛及原任高级行政议员倪可汉安然,穿过两个警方路障后进入霹州政府大厦,没有遭到阻挠。

不过国阵议长甘尼申一早已经安坐在议长椅子上,周围并获得大约20名身穿制服的人士驻守保护。
民联议员的座位仍然空着,但是国阵议员的座位却已经坐满了。

早上9.45:民联州议员开始从霹州政府大厦附近的霹州行动党总部,集体步行到霹州议会厅。民联议长西华古玛则身穿议长袍。

较早前民州议员倪可汉及苏建祥曾尝试乘搭汽车进入州政府大厦,不过却遭阻止。
